- Solicitation Amendment # 2 Questions and Answers Amendment 2 contains the questions and answers as a result of the ship check conducted on January 18, 2017 at Bangor, WA. Q1. What sealant is used to seal the jet drives to the hull? A1. Sycoflex. Q2. Is the Contractor responsible for purchasing this? A2. Yes. Q3. Is a hull diagram available? A3. Figure B - Hull Framing Diagram was provided in the Statement of Work (SOW). Q4. How do you remove the fuel tanks? A4. Remove the water-tight bulk-heads at Frame 10 and back the tank out. Q5. Is the fuel tank welded or bolted down? A5. The fuel tanks are bolted to the hull. Q6. How much space is beneath the fuel tank? A6. Approximately 2-3 inches. Q7. Will the boats be delivered by water or land? A7. SWFPAC will coordinate delivery method of each vessel with the contractor and further details to be provided to awardee at post-award conference. Q8. Does the Contractor replace the Swim Deck "C" Channels with identical material, or the material specified on Contract Enclosure Drawings? A8. Contract Enclosure Drawings. Q9. Paragraphs 3.6.1, 3.6.2 & 3.6.6 require cropping out and replacing various square feet of shell plating but do not specify how many locations. Can the number of locations be specified for bidding purposes? A9. See SOW. The vessel and these spaces were made available for ship check, which was the appropriate venue for prospective offerors to make this determination for bidding purposes. Q10. Paragraph 3.11 requires clad welding 10 linear feet but does not specify how wide. Can the width of the clad weld be specified for bidding purposes? A10. See SOW. The vessel was made available for ship check, which was the appropriate venue for prospective offerors to make this determination for bidding purposes. Q11. Paragraph 3.6.4 requires replacing 35 square feet of transom plating but the references do not specify thickness. Can the thickness of the transom be provided? A11. Transom plate is 3/16 inch thick aluminum. Q12. Liaison Action Record (LAR) 36PB-1701, Bilge Ventilation System Installation Kit Page 14, Note, requires a programing kit PT# 48850-01.The manufacturer stated that the item has been discontinued with no replacement. Can the Navy supply the equipment for the contractor to use? A12. Yes, The Government will be providing the Programming Kit as Government Furnished Equipment. Q13. Can a copy of reference 47, Hamilton Jet Product Manual be provided? A.13. Please contact the vendor for a copy of the manual. Can you please provide the wage determination that will apply to this procurement? A14. No. The offerors will need to develop their own wage rates and total labor hours incurred for each of their personnel assigned to the project. Q15. Would the government consider changing the payment terms to progress payments? If the typical period of performance is 60 days it puts the contractor out of pocket for 90 days, and if working two boats at a time that would be very costly. A15. In accordance with FAR 32.003 - Simplified Acquisition Procedures Financing, contract financing shall not be provided for purchases made under the authority of FAR Part 13.
