Description
This Notice of Intent to Establish a Qualified Supplier List is for information purposes only. This is not a request for submission of proposals or qualifications. RESPONSES OR OTHER INQUIRIES ARE NOT APPROPRIATE AT THIS TIME. The Defense Health Agency (DHA) Medical Logistics (MEDLOG) Division Medical Materiel Enterprise Standardization Office (MMESO) and the Defense Logistics Agency (DLA) Troop Support Medical Electronic Catalog (ECAT) Program announce a Notification for the creation of a Qualified Suppliers Listing (QSL) for Hospital Beds, Medical-Surgical through the Federal Business Opportunities (FBO) website on or about 14 May 2017. This is not a request for quote or proposal. Examples of items for the QSL could include but are not limited to Hospital Beds, Medical-Surgical that include the following characteristics: Electric bed with manual back-up; Slide-down prevention; Frame-based turning; Frame-based Continuous Lateral Rotation Therapy; Radiolucent panels; Integrated bed scale; Fifth wheel; Integrated bed exit alarm; Multi-zone bed exit alarm; Head-of-bed alarm/indicator; Alarm suspension visual indicators; Bed-exit assistance; Bed-angle gauges for Trendelenburg; Reverse Trendelenburg; Fowler's position; Chair position; Low height (< 11 inches); Patient control lockout ability; Brakes on all four sides; Adjustable length; Adjustable width; No transfer gap; Nurse call integration; Electronic Health Records data exchange; and Central station monitoring. The primary objective of this effort will be to solicit information and products for evaluation in order to create a QSL. The subject QSL will be the basis of a separate Standardization Action (SA) resulting in an Incentive Agreement (IA). This initiative will be part of the Medical Electronic Catalog (ECAT) Program which is executed by the DLA Troop Support, Directorate of Medical Materiel. To participate in the QSL process vendors must have or be in the process of obtaining an ECAT contract. Vendors must validate that their account is Active in the System for Award Management (SAM) and provide Commercial and Government Entity (CAGE) Code. For additional information regarding DLA Troop Support's ECAT program, please access the DLA web site at https://www.medical.dla.mil/Portal/ECAT/EcatHome.asp. All items proposed to be included in this QSL must be on an ECAT contract. All items on the Medical ECAT Program are required to be manufactured in a Trade Agreements Act (TAA) Compliant Country (as defined by FAR 52.225-5), unless it is determined that no functionally equivalent item is available from a compliant source. To be eligible for inclusion in the proposed QSL, all vendors are required to complete the ECAT TAA Certification. The purpose of this Notice of Intent to Establish a Qualified Supplier List is to inform qualified entities interested in providing these products/services of the imminent release of the QSL FBO. Upon issuance of the QSL FBO, all relevant information will be available electronically on the FBO website.
