Description
REQUIREMENTS, CURRENT IT ENVIRONMENT DESCRIPTION, AND MSP RESPONSE MATRIX FOR IT MANAGED SUPPORT SERVICES Pre-Solicitation Notice The United States Holocaust Memorial Museum Notice to Businesses Please read this entire notice carefully as it constitutes the only notice that will be issued regarding the United States Holocaust Memorial Museum (hereinafter referred to as "the Museum") IT Managed Support Services advisory multi-step process. The United States Holocaust Memorial Museum requires IT managed support services. This synopsis is released pursuant to Federal Acquisition Regulation (FAR) Part 5.2, Synopsis of Proposed Contract Actions. See the attached documentation for a fuller description of the Museum's requirements. Interested parties are invited to respond to this Pre-solicitation Notice which is issued following the procedures described under FAR 15.202 entitled "Advisory Multi-Step Process". The result of this pre-solicitation notice will help determine the likely existence of available sources capable of satisfying the the Museum's requirement. Additionally, it is not the Government's intent to enter into a contract based on this notice or otherwise pay for information solicited. This is not a Request for Proposal (RFP). This is a pre-solicitation notice for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Museum.The Museum will not accept unsolicited proposals in response to this pre-solicitation notice. The Museum will utilize an advisory multi-step process in order to provide guidance to industry for responding to the forthcoming Request for Proposals. The advisory multi-step process will consist of an evaluation of potential offerors' capabilities related to the requirements specified in the pre-solicitation notice (Step 1), followed by posting of the solicitation, and receipt and evaluation of proposals (Step 2). This Advisory Multi-Step Process is described in FAR 15.202. General Instructions Step 1 of the advisory multi-step process will consist of the following: 1. Pre-solicitation Notice. The draft Statement of Work, Current IT environment, MSP Qualifications and MSP Response Matrix are provided on FedBizOpps with this notice. The purpose of Step 1 the advisory multi-step process is to invite prospective IT managed service providers (MSPs) to: Indicate their level of interest in providing some or all of the services identified in this notice. To provide a statement of qualifications and references to meet the said requirements against the specification identified in this notice. To provide input on the formulation of a final RFP given your capabilities and best practices. To provide a rough order of magnitude (ROM) cost for transition services as well as for ongoing operations. (See Appendix C) Please note this notice itself has several questions on page 3 which need to be answered. This initial posting is provided to enable potential Offerors to make an informed decision about whether to participate in this process. 2. In order to respond to this Pre-solicitation notice, the Offeror will need to submit via email to cguy@ushmm.org the following: An overview of the organization, size, range of services provided, number of customers, size of organization, years in operation as a MSP, etc 3 customer references for organizations of similar size and complexity to the US Holocaust Memorial Museum. Completion of the matrix in Appendix A showing level of qualifications against the items listed in the MSP Qualification document. Provision of a service delivery matrix against the services identified in the General Identification of Services document. A Rough Order of Magnitude cost for transition, and ongoing operations based on the services recommended described in item 4 above and for the equipment and technologies described in item 3 above. A high level transition approach with an approximate timeline. Complete responses are due no later than 5:00 PM Eastern Time on February 17, 2017; the subject of the email shall be "Response to USHMM IT Managed Support Services Presolicitation Notice". Late submissions may not be accepted. 3. The Government will evaluate responses and determine which Offerors should be invited to present a demonstration of their submitted solution. Invitations will then be sent to those Offerors which the Museum wishes to see a demonstration. No notice will be sent to those Offerors which the Museum does not wish to see a demonstration. The Museum reserves to right to invite no offerors to present a demonstration. 4. The Museum will evaluate each Offeror's complete package of submitted information to determine whether the Offeror is a viable or nonviable competitor for the subsequent solicitation. Each Offeror that participated in the demonstration phase will receive correspondence from the Museum regarding the Museum''s recommendation to participate or not participate in the upcoming solicitation. For the purposes of this process, Offerors determined to be viable competitors will be advised to submit a proposal once the solicitation has been posted. Determination that an Offeror is a viable competitor is provided for advisory purposes only; it does not constitute a determination of technical acceptability for the acquisition. Potential Offerors determined to be non-viable competitors will be provided the general basis for the Government's determination. Determination that an Offeror is a non-viable competitor is provided for advisory purposes only; it does not constitute a down-select or removal of the offeror from the competition. Step 2 of the advisory multi-step process consists of the following: 1. The Museum will post a solicitation (request for proposals) for IT Managed Support Services. Details for submission of questions and proposals will be included in that posting. 2. The Museum will receive all proposals from Offerors, regardless of viable/non-viable determination. 3. The Museum will evaluate all proposals received (regardless of viable/non-viable determination) in accordance with the solicitation's stated evaluation criteria. This may include both a technical and a price evaluation. 4. The Museum will then provide notification of award. Attachments: Requirements, Current IT Environment Description, and MSP Response Matrix for IT Managed Support Services
