Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-17-050 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 325413 and the business size standard is 1,250. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with NanoString Technologies, Inc. of 530 Fairview Avenue North, Suite 2000, Seattle, WA 98109 for the purchase of the Human Immunology version2 CodeSet-264 reactions (XT_PGX_HuV2_Immunology_CSO XT-CSO-HIM2-12). The study of the gene expression patterns in autoimmune diseases like Type I diabetes, will shed light into possible alterations in signaling pathways. The objective is to learn whether a disequilibrium in gene expression, under different biological stimuli, exists in Type 1 diabetes, and whether this knowledge will open the door for future treatments for this disease. This type of high-throughput, fast and reproducible gene expression analysis is feasible only using the technology furnished by NanoString Technologies, Inc. Therefore, the NIDDK has a requirement to obtain the effective, reproducible and customized gene expression evaluation via a gene kit by NanoString Technologies, Inc. This kit facilitates the analysis of large number of samples derived from Type I diabetes, and healthy control individuals, in a short time frame. A crucial advantage of this technology with a high sample processing capacity is that it increases the reliability of the data obtained since the samples are carefully processed in a short period, evading longer sample and reagent storage needed in other methods that may lead to variability on data due to extended storage between batch processes. In addition, the NIDDK's collaborators at The Pasteur Institute have developed a strong protocol for RNA sample processing and they have validated the Human Immunology version2 gene from NanoString Technologies, Inc. set in this protocol, providing a natural segue for its study. Furthermore, in the light of the NIDDK's ongoing collaborative studies mentioned above, consistency and continuity of research goals requires the utilization of the gene set (Codeset) and master kit reagents by NanoString Technologies, Inc. for its analysis. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
