SOURCES SOUGHT ANNOUNCEMENT: The Defense Information Systems Agency (DISA) is seeking sources for DISA Information Technology Enterprise Support Services (DESS II). CONTRACTING OFFICE ADDRESS: Defense Information Technology Contracting Organization P.O. Box 549 Fort Meade, Maryland 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, and Woman-Owned Small Business) to provide the required products and/or services. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: A multiple-award contract was awarded to four (4) vendors participating in the 8(a) program to provide a full range of professional IT services to fulfill requirements of the original DESS contract vehicle. Since the award of the DESS contract, all four vendors have graduated from the 8(a) program. The agency is now reaching out to the small business set-asides (stated above) to determine the applicability for this new DESS II contract vehicle. The four vendors awarded on the original DESS contract are listed below: Contract Number: HC1047-13-D-4001 Contract Type: Firm Fixed Price (FFP) Incumbent and their size: HighAction LLC, small business Method of previous acquisition: 8(a) Set-aside Contract Number: HC1047-13-D-4002 Contract Type: Firm Fixed Price (FFP) Incumbent and their size: Soft Tech Consulting Inc., small business Method of previous acquisition: 8(a) Set-aside Contract Number: HC1047-13-D-4003 Contract Type: Firm Fixed Price (FFP) Incumbent and their size: UniTech Consulting, small business Method of previous acquisition: 8(a) Set-aside Contract Number: HC1047-13-D-4004 Contract Type: Firm Fixed Price (FFP) Incumbent and their size: Nova Corporation, small business Method of previous acquisition: 8(a) Set-aside This sources sought document is intended to outline and provide a technical description of the work (functional areas) that would be required for the new contract on the DESS II contract vehicle. The scope of the DISA IT Enterprise Support Services (DESS II) would encompass a full range of mission support capabilities that are required by the DISA CIO to operate, maintain, and modernize DISA's Global IT Enterprise. The office and supporting organizations of the DISA CIO operate and maintain the agency's internal information technology (IT) enterprise which provides administrative computing services to the DISA Director, the majority of the agency's civilian, military, and support contractor personnel and secures workspaces located within industry partners' commercial facilities. DISA's information technology (IT) enterprise provides internal unclassified, secret, and top secret communications across fifty-two (52) DISA locations worldwide, covering three continents. High visibility customers include the Pentagon, White House Communications Agency (WHCA) and the Joint Force Headquarters (JFHQ) for the DoD Information Network (DoDIN). DISA's IT Enterprise (also known as the "DISANet") includes all hardware, software, middleware, cable plant, and wireless infrastructure, technical settings, tools, devices, and configurations. DISA's IT Enterprise also includes all supporting infrastructure and related ancillary and functional components that are required to provide IT services. These IT services encompass network & cable plant management, knowledge management, support, security, architecture, engineering, release & deployment, and change & configuration management in support of the DISA user community. DISA CIO and supporting organizations currently support approximately 16,000 DISANet users worldwide. DISA CIO currently provides support for mature information technologies and capabilities as well as the support for and the adoption of emerging technologies and capabilities including Virtual Desktop Infrastructure (VDI), Enterprise Voice over Internet Protocol (EVoIP), and the onboarding to DoD Joint Regional Security Stack (JRSS). The period of performance is one (1) base year and four (4), one-year options. The place of performance is Fort Meade, Maryland, continental United States (CONUS), and outside continental United States (OCONUS) locations as required for product life cycle replacement, hardware deployment, site surveys, or other related and necessary activities to fulfill contract requirements. REQUIRED CAPABILITIES: In order to assess the capabilities of the targeted small business set-asides, DISA is requesting that vendors respond to the following ‘required capabilities': 1. VENDOR CONTRACT AND PROGRAM MANAGEMENT EXPERIENCE Briefly describe your company's contract and program management capabilities required to successfully manage the planning and execution of activities that would be required to support the development, design, engineering, integration, implementation, operations, sustainment and support of an organization consisting of mature and emerging technologies hosted and supported around the globe and with a user base distributed across many sites covering several continents. 2. GLOBAL ENTERPRISE NETWORK MANAGEMENT, MONITORING, TIER-II & TIER-III SERVICE SUPPORT The DISANet environment consists of a set of layered network and security infrastructure that support the capabilities and services (including authentication, DNS, DHCP, print, file services, storage, etc.) offered by DISANet. This infrastructure is made up of physical hard-wired (LAN-based), wireless, firewalls, routers, switches, intrusion detection devices (IPS/IDS), storage systems, servers, and other appliances supported by a number of vendors including, but not limited to, Palo Alto, Cisco, Fore Scout, Microsoft, Hewlett Packard, Dell, Oracle, NetApp, and Solarwinds. DISA currently operates from a model where all originating (Tier-I) incidents and service requests are handled by a DISA Global Service Desk (GSD). The GSD operates as the Single Point of Contact (SPOC) for all program and services, including DISANet. Most incidents handled at the Tier 2 level would derive from the GSD, Tier-I. Some incidents would also derive from the 24x7x365 monitoring center, known as the DISANet Systems Monitoring Center (DSMC). Organizations supporting the CIO's internal network known as the DISANet, including IT Services and Cyber Security Divisions, would be responsible to handle and restore service for all incidents and fulfillment of service requests at the Tier-II and Tier-III level for services offered by the DISANet program. Briefly describe your company's capabilities to manage and monitor a global enterprise, end-to-end network infrastructure environment hosted in multiple data centers across the globe. Include your company's capabilities to provide 24x7x365 Tier-II and Tier-III technical support (incident management, problem management, and troubleshooting) for a global enterprise network environment that hosts state-of-the-art technologies located at multiple data centers supporting thousands of users worldwide operating from desktop workstations, laptops, tablets and thin client devices. 3. KNOWLEDGE, CHANGE AND CONFIGURATION MANAGEMENT & ENTERPRISE ARCHITECTURE Knowledge management, change and configuration management, and enterprise architecture are important components to DISA's ability to maintain standardization, evolve, gain efficiencies, gain knowledge from lessons learned, share and manage the information assets of the organization. DISA currently utilizes the DoD Enterprise Portal Services (DEPS), a service based on Microsoft SharePoint for its collaboration environment; and Information Technology Service Manager (ITSM), a service based on a BMC Remedy product. In support of change and configuration management, DISA currently utilizes several tools for managing its enterprise change and configuration management environment, including BMC Remedy for managing changes, incidents, problems, and assets residing on the DISANet; Microsoft System Center Configuration Manager (SCCM) for managing DISANet desktop/laptop/tablet computers running Windows. Solaris, and Red Hat Unix systems; and Solarwinds as the configuration management platform for managing DISANet servers and network infrastructure equipment. DISA currently maintains architecture layouts, network diagrams and topologies, cable plant diagrams, system views, operational views and configuration baselines for DISANet services and all DISANet IT enterprise components for all DISANet locations. Briefly describe your company's capabilities for developing and maintaining knowledge management, change and configuration management, and enterprise architecture programs. Describe your capabilities in developing, supporting, and maintaining a knowledge management environment, including experience in establishing & maintaining the processes, procedures, and framework by which information would be collected, stored, shared and maintained. Describe your company's capabilities in providing enterprise change and configuration management support services, including the management of all system changes for an IT enterprise network, the management of a change control board (CCB), and the establishment and maintenance of all the processes and procedures required for the comprehensive management of a change and configuration management environment. Include your company's capabilities for developing, building and maintaining architecture artifacts, including technical architecture drawings, data architectures, business & process architectures and service integration architectures that foster the development and improvement of IT systems, IT services and technical capabilities. 4. CYBER SERVICES INFORMATION ASSURANCE DISA Cyber Services Division is responsible for ensuring the security posture of DISA's IT enterprise environment against an ever evolving spectrum of threats. Resources supporting Cyber Services are responsible for developing, implementing, and maintaining a comprehensive security strategy for DISA's IT enterprise while remaining compliant with all applicable DoD Directives and Instructions pertaining to Information Assurance. There is a potential for 24x7 support. Briefly describe your company's capabilities to provide support for security and information assurance services including support for responding to information assurance incidents, providing technical input for the development of network security policies, conducting network security scans, preparing and evaluating documents and data in support of the DoD Risk Management Framework (RMF) accreditation process, support for Public Key Encryption/Infrastructure (PKE/I), providing cyber system architecture and engineering, and cyber threat security planning. 5. CABLE PLANT AND WIRELESS NETWORK MANAGEMENT Organizations supporting the DISA CIO are responsible for the management of the DISA cable plant (fiber & copper) environment for NIPR and SIPR. Wall charts and individual site system drawings including rack elevation diagrams and patch panel layouts are documented. All cable plant work is compliant with the Committee on National Security Systems Advisory Memorandum (CNSSAM) TEMPEST/1-13, RED/BLACK Installation Guidance. DISA currently maintains a secured Aruba wireless network. Briefly describe your company's capabilities to provide global IT enterprise cable plant management and wireless network management including the analysis, design, installation, testing, operations, troubleshooting, and maintenance of both a cable plant and wireless infrastructure as well as demonstrate capabilities for performing site surveys and developing bill of materials for existing maintenance and new installations of infrastructures. Give some examples of your company's capability to maintain current cable plant and wireless network drawings and your capability to create new drawings as needed. 6. SOLUTION ENGINEERING & LIFE CYCLE REPLACEMENT (LCR) MANAGEMENT DISANet is an evolving network with users that have an interest in utilizing the latest technologies. As such, we often take a look at new hardware devices and new capabilities that would solve DISANet user requirements and provide a high return on investment. DISANet also needs to perform a technical refresh or life cycle replacement as technologies evolve and new capabilities are on-boarded, and as system (appliances and equipment) become outdated and unsupported. Briefly describe your company's capabilities to provide and perform the research, analysis, requirements for capacity, performance and availability management, and overall engineering activities of an IT solution for an enterprise global network environment, including, but not limited to engineering solutions for networking systems, virtualized file and print server environments, voice communication systems, and data storage systems. Include your company's capabilities for providing enterprise life cycle management support for an organization where systems (servers, routers, switches, firewalls, intrusion detection systems, etc.) are hosted at many sites across several continents, including your capabilities to perform technical & functional analysis of new technologies, impact analysis, design and engineering of replacement systems, surveying of facilities, and implementation and deployment plans for new equipment (technologies). 7. RELEASE AND DEPLOYMENT DISANet resources currently work side-by-side with Cyber Security and other DISA organizations to ensure all systems are up-to-date with the latest patches (software and firmware) to ensure systems are able to meet the mission of the organization and comply with security policies. DISANet maintains a comprehensive set of documentation detailing the processes and procedures for patching systems. DISA utilizes the SCCM tool for deploying patches and updates to work stations and servers. DISA utilizes Solarwinds for deploying patches and updates to the network infrastructure. DISANet also utilizes an Enterprise Verification and Integration Facility (EVIF) to test and evaluate all patches before they are deployed to a production system. Briefly describe your company's capabilities to document and perform the activities required for patching and updating all enterprise IT systems and components for a global enterprise network environment to meet the requirements of the organization's mission and to meet security policies. SPECIAL REQUIREMENTS: Onsite staff will require at least a minimum of a SECRET clearance; several positions require Top Secret clearance with Sensitive Compartmented Information (SCI). SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541513, with the corresponding size standard of $27.5 million. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Woman-owned Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Small Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) All responses must demonstrate the vendor's experience in delivery services based on industry-proven-best-practices or acceptable-levels-of-performance (ALPs). Industry-Proven-Best-Practices include, but are not limited to: ITIL v3, eTOM, HDI, CMMI, and COBIT. Descriptions shall also include recommendations on outcome-based deliverables that would be required in the contract which provide evidence of achieving ALP's. Vendors who wish to respond to this should send responses via email NLT 10 February 2017 4:00 PM Eastern Daylight Time (EDT) to christina.y.murray.civ@mail.mil and adelis.m.rodriguez.civ@mail.mil. Interested businesses should submit a brief capabilities statement package of (no more than 10 pages) demonstrating ability to perform the services listed in this Technical Description. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
