Description
The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Kanawha County, West Virginia. The project focuses on restoring and stabilizing approximately 466 feet of stream bank on six sites on Doctors Creek and Thorofare Run in Kanawha County, West Virginia. Loose Rock Riprap and/or wire mesh gabions will be installed to stabilize and protect the stream bank(s). Disturbed areas will be graded to provide positive drainage, and seeded and mulched to provide permanent vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site Monday, February 13, 2017. Bids will be due on Wednesday, March 15, 2017 at 11:00 a.m. A site showing to review the site is being planned for Wednesday, February 22, 2017 at 10:00 a.m. Participants should plan to meet at the Park and Ride located at Exit 19 (Clendenin Exit) off I-79. Performance time will be calendar 25 days Magnitude of proposed construction = $100,000 - $250,000
