- UNRESTRICTED PROCUREMENT: This solicitation is anticipated to issue as an Invitation for Bid (IFB) resulting in the award of a single firm fixed price (FFP) contract. The solicitation will issue on or about 13 February 2017. A bid opening date will be established by a future amendment. The estimated value of this work is between $5,000,000.00 and $10,000,000.00. NAICS Code: 237990. The work consists of the removal and satisfactory disposal of all material above elevation -16.0 MLG from Freshwater Bayou Lock to the Gulf, C/L Station 70+00 (Mile 1.3) to C/L Station -210+00 (Mile -4.0), of Freshwater Bayou Channel from the limits as specified herein and shown on the contract drawings. All dredged material shall be transported and successfully deposited on the Gulf Shoreline west of the Freshwater Bayou channel. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 17 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 41.50%; Small Disadvantaged Business 23.50%; Woman Owned Small Business 7.50%; HUBZONE Small Business 7.92%; Service Disabled Veteran Owned Small Business 5.18%; HBCU/MI 5.00%. The solicitation documents for this procurement will be posted on Federal Business Opportunities (FedBizOps)). The Government will not provide written paper copies of the solicitation.
