- Sources Sought Sources Sought for Commercial Item / Services Procurement The National Institute of Standards and Technology (NIST) seeks information on contractors that are capable of providing Preventative Maintenance (PM) on a High Speed Switch (HSS) (also referred to as a Subcycle Transfer Switch (STS)) Scope The contractor shall provide all technical services, including parts, labor, as well as any subcontractors required (e.g., to electrically ground the high speed switch for safety), to perform preventative maintenance on an existing HSS. In addition to the above preventative maintenance requirement, the contractor shall provide all technical services, including parts, labor, as well as any subcontractors required (e.g., to electrically ground the high speed switch for safety), to troubleshoot and repair malfunctions of an existing HSS. NOTE: these repairs are on an as needed basis. Tasks All tasks shall be in accordance with (IAW) the appropriate S&C Electric manual(s): • Perform routine 5-year maintenance service for the base year. • Perform annual maintenance for the base year and option years 1 and 2. • Perform any additional authorized repairs on the high speed switch as needed. Competing contractors shall note, that S&C Electric is the sole manufacturer of the HSS, and the controls for the switch are proprietary to S&C Electric. Furthermore, the Operation and Maintenance manual(s) specifically state that only S&C trained personnel are authorized to maintain this switch. This announcement is not a Request for Quotation (RFQ) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item / services stated herein. After results of this market research are obtained, analyzed and compared with NIST's minimum requirement(s). NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 238210. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the product / services identified. Interested organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to five (5) pages or less. Responses should include the following information: 1. Name of company that will provide product / service. 2. Name of company that will manufacture the product / service. 3. Spec sheets and examples of products / services that meet the specifications. 4. Typical lead time to deliver the product / service after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing our minimum specifications and finalizing our market research. Any proprietary information should be clearly marked. The written capability statement should be received by the Contract Specialist no later than 05:00pm, MST, February 10, 2017.
