- The U.S. Army Contracting Command-Picatinny, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue a Request for Proposal (RFP) W15QKN-17-R-0067 for the manufacture and delivery of M1020 Mortar Ammunition Ignition Cartridges for 120mm Mortar Ammunition Programs. The M1020 120mm Mortar Ignition Cartridge is used in production of the following 120mm Mortar Cartridges: M934A1 High Explosive (HE), M933A1 HE, M930 Visible Light (VL) Illuminating (Illum), M929 Smoke White Phosphorous (WP), M983 Infrared (IR) Illum, and M931 Full Range Practice Cartridge (FRPC). Production of the M1020 Mortar Ammunition Ignition Cartridges involves the handling of energetic materials. The M1020 Mortar Ammunition Cartridge are loaded with black powder, ball powder propellant, and nitrocellulose. The M1020 Mortar Ammunition Ignition Cartridges will be manufactured, inspected, assembled, packaged and delivered in accordance with the Government Technical Data Packages (TDP) and applicable contract requirements, which will be available upon solicitation release. Competition for this effort will be restricted to the National Technology and Industrial Base (NTIB), within the United States and Canada, under the authority of 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3 (a)(2)(i), Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. Offeror(s) receiving an award will be awarded a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to make up to two awards. Each contract will include five one-year ordering periods. The anticipated combined maximum ordering quantity for contracts awarded is 1,540,000, to be delivered at a rate of up to 40,000 per month per contractor. Delivery orders will be competed amongst contractors selected for award. This requirement involves technical data marked "Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only." Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement, AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement for Government's consideration to provide the TDP. Please note this notice does not constitute a Request for Proposal (RFP). The anticipated award is scheduled for December 2017. It is expected that the solicitation will be posted in March 2017.
