- This is an updated Sources Sought Notice / Request for Information (RFI) Announcement for The U.S. Army Soldier Systems Center, Product Manager, Force Sustainment Systems (PM FSS), Natick, MA to request additional information regarding industries capabilities as well as announce the government's intent to conduct an Industry Day (ID). The updated notice is being posted as a continuation of Market Research regarding industry's interest and capability in providing an enhanced, multi-spectral camouflage product to support the Ultra-Lightweight Camouflage Net System (ULCANS) Increment I program. This updated Sources Sought / RFI/ Industry Day is part of ongoing market research, which may assist the Government in developing future procurement strategies. The ULCANS Increment I system will be multi-spectral camouflage net system capable of defeating sensors in the UV, Visual, nIR, SWIR, MWIR, LWIR and Radar bands. Market Research is being conducted pursuant to Federal Acquisition Regulations (FAR) Part 10, in advance of a potential solicitation under Authority of FAR Part 15.201 (e), for the Ultra-Lightweight Camouflage Netting System (ULCANS). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, any follow-up information requests, or subsequent Requests for Quotes/Proposals. The purpose of this sources sought is to gather industry feedback and comments on the Draft ULCANS Increment I Performance Specification. Product Manager, Force Sustainment Systems (PM(O5)-FSS) is continuing to conduct Market Research regarding industry's ability to meet the standards specified in the Draft ULCANS Increment I Performance Specification, as well as soliciting industry feedback and comments on the draft specification. The Draft ULCANS Increment I Performance Specification (PRF# TBD) will supersede PRF 53134, Revision G and all previous versions.‎ This RFI asks for feedback from each vendor on the content of the ULCANS Increment I Performance Specification. This feedback should be sent in document format as comments to specific lines/sections of the Performance Specification. Comments embedded directly into the Performance Specification document itself with also be accepted. White Paper format shall also be considered insofar as it contains comments directly referring to the Performance Specification.
