- NOTICE FOR SOURCES SOUGHT. This is NOT a request for proposal (RFP). General Services Administration (GSA), Assisted Acquisition Services (AAS) intends to gather information to support the establishment of an open market contract for the Prototyping, Integration and Testing Division (PI&TD) of the Command, Power and Integration Directorate (CP&ID), U.S. Army Communications-Electronics Research Development and Engineering Center (CERDEC), within the U.S. Army Research, Development and Engineering Command (RDECOM). PI&TD provides expertise in all aspects of prototype systems integration, including engineering design, material procurement, fabrication, systems assembly and installation, environmental testing, logistics, fielding, and follow-on support. The Government is conducting market research by requesting a capability statement from each interested Small Business Concern to determine the feasibility of setting this potential requirement aside for Small Businesses participation only. Please see attached draft Performance Work Statement for requirement details. The Small Business Concern must be small under NAICS Code 541330 Engineering Services with exception for Military and Aerospace Equipment and Military Weapons. A synopsis and formal RFP will be issued at a later date once the acquisition planning process is complete and will listed under the ID number ID07170015 as assigned via GSA's Information Technology Solutions Shop (ITSS) system. NOTE TO SMALL BUSINESSES CONCERNS: The Government is considering setting this requirement aside for small business participation. Small Businesses interested in submitting a proposal on this potential requirement must submit a Capability Statement. The Capability Statement should include: 1) the interested contractor's name, address, phone number, DUNS number and Cage Code; 2) A detailed narrative that demonstrates like and/or very similar past experience to the draft Performance Work Statement attached hereto, that has taken place in the past 5 years from the date of release of this sources sought (address each task in Part 5 of PWS); 3) Provide the contract number (if applicable), period of performance, dollar value, number of FTE's, and contract description/scope explanation for each experience as well as, indicate whether examples cited were performed as the prime or subcontractor (or teaming partner); 4) Explain your financial capability to withstand a negative cash flow of $4M per month; and 5) Explain your geographic relation to the Aberdeen, MD Proving Ground and how you could provide the labor and material purchasing in the Aberdeen, MD area. This capability statement shall be no more than five (5) pages, single spaced in 11 pt. Times New Roman font). Failure to provide the information as requested by the due date will result in the Government's continuance of the acquisition planning phase, without giving consideration to the capabilities of the contractors who do not respond timely. Responses received as a result of the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a Small Business Administration (SBA) Small Business under the assigned NAICS should not submit a response to this notice. Statement of Capability with past experiences must be submitted electronically via email to carol.conaway@gsa.gov no later than February 7, 2017 by 10AM CST. This market research is for informational and planning purposes only. This is not a solicitation for proposals, quotes, or bids. Information received as a result of this Sources Sought will be used solely for market research purposes only. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. No award will result from the Sources Sought at this time. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.
