- Statement of Requirement/Item Description Solicitation This is a solicitation notice for a procurement for Bulk Storage Containers. This procurement is Full and Open. FOB Destination is Tinker AFB OK. Quotes will be accepted on or before the closing date stated on page 1 of the solicitation. When returning this form, please complete: •1.
