Description
This is a sources sought notice for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Lynn.Pettit@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract period is one-year base period plus (4) four one-year option periods. Potential contractors shall provide, at a minimum, the following: 1) Company name, address, point of contact, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. SCOPE OF WORK: AcuStaf labor management software renewal. Required functional capabilities the contractor shall provide: Staffing Scheduling Tools: Self-scheduling options with data outcome measurements Maintain Prospective Work Schedules Audit Trails for changes to the system Schedules can be created prospective across 12 month period Ability to staff real time Allow Staff to switch shifts amongst peers Allow Staff to make themselves available for overtime & advise of current OT use in comparison to regular clients Manage Position Control Proficiency System: 1. Ability to Staff and maintain repositories of anecdotal notes for Proficiency input, specialty certification tracking, licensure tracking, education (all degrees earned) tracking, skill based competencies tracking, ACLS/BLS tracking, and continuing education tracking. Mandatory tracking, mandatory health information. Tools for Staff to self-report professional portfolio. Rule engines to facilitate scheduling: Apply regulatory hour limits, time off requirements, staffing ratios, etc, as they apply to individuals being scheduled for work. Apply Union requirements stored in the system to create staffing schedules Use Staff preferences to create staffing schedules. Match competencies to staffing needs. Match nursing staff with patient needs across the system while maintaining balanced patient workloads. Apply unit preference to competencies, e.g. ICU nurses are ACLS certified Apply permanent schedule requests to when generating schedules Apply rotating shift rules when generating schedules. Capabilities to accommodate scheduling changes based on patient census scheduling. Apply patient acuities to staffing needs. Track hours per patient day Generate alternate work schedules. Capability to allow or restrict swapping assignments based on competencies. Capabilities to restrict overtime assignment based on regulations Predict staffing needs based on previous trends (e.g. high surgery days) Provide functionality to maintain disaster preparedness (notifications and call backs). Communication Tools: 1. Creates a personalized web-based dashboard for all stakeholders. 2. Based for employee access 3. Web-based for managers access for staff bidding. 4. Staff bidding on open positions (Staff to staff communication, e.g. to swap shifts). 5. Exchange shifts between co-workers. 6. Alert applicants for checking status. 7. Produce real time reports to support long-term strategy for hiring staff. Upon receiving a maintenance call from VANTHCS, the Contractor shall make a return telephone within two hours. The Contractor will restore system problems to full performance within forty-eight (48) hours of the original call. Training support, preventative maintenance and educational courses to be provided on-site as needed. DESCRIPTION OF PROVIDED EQUIPMENT: Features: Comprehensive and systemic accounting of nursing workload Collection of data to prepare budget and reports Self-scheduling ability Production of accurate HPPD data Accurate accounting of contract/agency nursing utilization This is a sources sought notice only. The information gathered from this request is for information and planning purposes only and will not be released. This does not constitute a solicitation. No solicitation is currently published, pending, or available. If a solicitation is issued, it will be issued at a later date. Responses to requests for information are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. The Government is not obligated, nor shall it pay for any information received from potential sources as a result of this Sources Sought Notice.
