THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT, A MARKET RESEARCH REQUEST FOR WRITTEN INFORMATION FROM 8(a) CONTRACTORS ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This RFI is intended strictly for market research and the purpose is to determine the capability of potentially qualified 8(a) small business firms, relative to the North American Industry Classification Code (NAICS) 541990 œAll Other Professional, Scientific, and Technical Services, with small business size standard of $15,000,000.00. Responses to this RFI are not Offers and cannot be accepted by the Government to form a binding contract. This RFI shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No reimbursement will be made for any costs associated with providing information in response to this announcement. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. Data submitted in response to this RFI will not be returned. This Request For Information is for the purpose the identifying 8(a) contractors that possess the capabilities outlined below: DESCRIPTION OF WORK REQUIRED The work required consists of cultural resources (archaeological and historic) services in support of all applicable federal preservation laws and statutes, and Department of Defense regulations and Instructions. This work is principally required within the Naval Facilities Engineering Command Southeast (NAVFAC SE) Area of Operation (AOR), which includes South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, Texas, Kansas Missouri, Oklahoma, Tennessee, and the Caribbean (Puerto Rico, Guantanamo Bay Cuba, etc.), though occasional services outside of this area may be requested. The services required are professional, and personnel performing this work must meet all appropriate professional standards in accordance with the Secretary of Interior ™s Standards for Professional Qualifications. The work includes, but is not limited to, conducting Archaeological and Historic Resources Surveys (Phase I Investigations), Evaluation/Eligibility Investigations (Phase II Investigations), Archaeological Data Recovery and Historic Built Environment Resources Mitigations (Phase III Investigations), Archaeological Monitoring Services, and preparing corresponding documents (Health and Safety Plans, Work Plans, Technical Reports, etc.). Additional services include the preparation of Integrated Cultural Resources Management Plans (ICRMPs), Cultural Landscape Studies, Historic Structure Reports (HSR)/Economic Analyses, National Register of Historic Places Nominations, Historic Property Inspection Reports (HPIR), Design Guidelines/Historic Building Maintenance Plans, Historic or Archaeological Research Designs, Context Studies (Historic or Prehistoric), Historic American Building Survey (HABS)/ Historic American Engineering Record (HAER)/Historic American Landscape Study (HALS) Documentation, Regional Research Designs and Studies, Archaeological and Historic Context Studies, Historic Building Maintenance Plans, and agreement documents (i.e. Programmatic Agreements; Memorandum of Agreement, etc.). After review of this RFI, interested parties may submit a response in an electronic format only via email to Preetam.soomai@navy.mil no later than 17 February 2017 12:00 pm EST. Electronic files should be in Microsoft Office Word or PDF format. All information should be UNCLASSIFIED material only. Please limit your response to ten (10) one-sided 8 1/2x11 pages, with one inch margins, and font no smaller than 12 point. Respondent ™s submissions should include the following: a. Provide your Company name; Point of Contact information (address, telephone, facsimile, e-mail); DUNS number; CAGE code; and Small Business status (ONLY INFORMATION FROM 8(a) IS REQUESTED). All offers must register on the SAM located at http://www.SAM.gov. b. A description of the companys capabilities to perform the cultural resources work described above. c. Description of past cultural resources work experience with other Federal Agencies and/or commercial businesses, please include agency and/or business name, contract number (if applicable), amount and type of contract (e.g. FFP, T and M, Labor hour etc.). d. Address your experience, within the past three (3), projects completed or currently working on, include any possible challenges your firm anticipates and how you plan to overcome those challenges. e. Provide the number of years in business, affiliate information: parent company, joint venture partners, and potential teaming partners. f. Address whether you intend to support this requirement from a single office or if you have multiple office locations that can be used to support this requirement. g. Address whether maintaining your 8(a) small business size status through the life of a five (5) year IDIQ contract with a possible value of up to $4 million is a factor. h. Identify all primary tasks (listed above) your firm has the capability to perform without subcontracting to other firms. i. What is the maximum number of projects your firm has managed simultaneously as the prime contractor? j. Please identify the number of full-time cultural resources personnel employed by your company, whether they meet Secretary of Interior Qualification Standards and Guidelines (Code of Federal Regulations, 36 CFR Part 61), and in which Qualification Standard (History, Archaeology, Architectural History, Architecture, Historic Architecture) they qualify. k. In accordance with FAR 52.219-14, demonstrate how your firm would perform at least 50% of the work without subcontracting to other firms.
