- Diagram of the AFRL analytic wargaming framework Synopsis: Sources Sought Announcement for Commercial off the Shelf (COTS) software for developing, facilitating and adjudicating wargaming. DESCRIPTION: 1. The Air Force Research Laboratory (AFRL) is seeking eligible business firms who are capable of providing a COTS analytic wargaming software tool or suite of tools to support concept development, design, gameplay, adjudication, and reporting of an analytic wargame (AWG). The intent is to identify promising candidate wargaming software with proven capabilities to simulate concepts across the doctrine, organization, training, materiel, leadership and education, personnel, facilities and policy (DOTMLPF-P) spectrum. The tool will be used to experiment with future conceptual systems, future operational warfare, and S&T impacts. 2. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY; IT IS NOT A REQUEST FOR PROPOSAL. It does not constitute a solicitation and shall not be construed as a commitment by the Governement. Responses in any form are not offers and the Governement is under no obligation to award a contract as a results of this announcement. This announcement is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a request for proposal. The Governement is not obligated to and will not pay for any information received from potential sources as a result of this announcement. Any information submitted by respondents to this technical description is strictly voluntary. BACKGROUND: 3. The Air Force Research Laboratory (AFRL) has the mission of leading the discovery, development, and integration of warfighting technologies for our air, space and cyberspace forces. The AFRL Plans and Programs Directorate (AFRL/XP) serves as the lead and functional owner of the Planning, Programming, Budgeting, and Execution process, War Gaming, Modeling, Simulations and Analyses (MS&A), Special Programs, Intelligence, and Customer Engagement policy, processes and execution. The Strategic Planning and Transformation Division (AFRL/XPT) serves as the AFRL lead for strategic planning, war gaming, and MS&A. 4. As part of its war gaming mission, AFRL/XPT has a requirement to implement an Analytical War Gaming (AWG) capability for the AFRL Enterprise to evaluate the military utility of science and technology (S&T) concepts across the DOTMLPF-P spectrum. In order to accomplish this effort, AFRL/XPT must implement an AWG framework for the training, planning, execution, and analysis of wargames. This framework must incorporate and leverage existing AFRL S&T concepts and MS&A capabilities with Air Force operational expertise to produce credible, repeatable and timely wargame products that inform strategic decisions. CAPABILIITIES 5. The capabilities given constitute a notional list that may change at a later date. If a source's software meets some but not all listed capabilities, you are welcome to submit to the request for information (RFI). Software that have a subset of the desired capability will be reviewed. 6. Table 1 below captures the capabilities for the desired analytic wargame tool or suite of tools. If the solution is a suite of tools, the components of this tool should seamlessly interface with each other to share data and automate the workflow required to perform wargaming functions. The Government envisions a solution that meets the following user and system requirements: ID # Capability Description SW - 01 Database(s) of existing and future weapon systems, delivery platforms, and military infrastructure SW - 02 Capability to easily modify the database(s) to facilitate integration of future capabilities, input new future military concepts, and update existing systems with verified data. SW - 03 Distributed multiplayer capability. Internet and/or Intranet capable. Currently approved for NIPRnet and/or SIPRnet. SW - 04 Quick and easy to use graphical user interface for the development and design of wargaming scenarios SW - 05 Quick and easy to use graphical user interface for the game play of a wargame scenario SW - 06 Quick and easy to use graphical user interface for the adjudication of a wargame scenario SW - 07 Capable of performing engagement, mission and limited campaign wargames SW - 08 Capable of adjudicating a day of players moves within 6 hours (desired 2 hours) SW - 09 Capability to collect relevant data parameters and export to a common format (e.g. XML, EXCEL, SQL, ASCII) SW - 10 Capability to import and export scenario, and database parameters in a common format (e.g. XML, EXCEL, SQL, ASCII) SW - 11 Proven capability in Air Force operational domain of air, space and information/cyber SW - 12 Proven capability in joint operational domains of land and sea SW - 13 Access to source code for verification, validation and accredation purposes (VV&A) SW - 14 Auxilliary Program Interface (API) capability to utilize government models, engeering and engagement simulation data SW - 15 Capability to perform optimization studies 7. The analytic wargaming tool or suite of tools will be utilized in an analytic wargame framework as given in figure 1. The AWG framework outlines the desired uses of the software and the supporting tools to meet AFRL's wargaming capability needs. SUBMISSION DETAILS: Interested vendors are requested to submit a capability statement (no more than ten (10) 8.5 x 11 inch pages, font no smaller than 10 point) outlining their ability ability to meet or exceed this potential requirement no later than 4:00pm (Eastern Standard Time), 13 January 2017. Documentation should be in bullet format and all responses shall include Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) including name, phone number, FAX number, and email address. The capability statement package shall be sent by email to devin.norrell.1@us.af.mil. Questions and comments regarding this notice may not be accepted and phone calls and email may not be accepted or returned. Information submitted as part of this announcement will be treated as proprietary intellectual property unless clearly marked or requested by the government. Information and materials submitted in response to this announcement WILL NOT be returned.
