Description

RFQ W81XWH-17-T-0059 This is a combined synopsis/solicitation issued as a Request for Quote (RFQ) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will be not be issued. The following action is to be competed by U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL), Building 6901, Ferrell Road, Ft. Rucker, AL, to buy Brand Name or Equal Fitbit Charge 2 Watch and Accessories. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD, as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94 (Effective 19 January 2017). DESCRIPTION: This requirement is for Brand Name or Equal Fitbit Charge 2 Watch and Accessories. This Brand Name or Equal Fitbit Charge 2 Watch and Accessories will be used for existing and future protocols at USAARL. See below for a list of the Minimum Essential Characteristics(MECs) for the required Fitbit Charge 2 Watch and Accessories: Minimum Essential Characteristics (MECs) Brand Name or Equal Fitbit Charge 2 Watch 1. Must track steps, calories, and distance. 2. Must track floors climbed. 3. Must show time of day on display. 4. Must track sleep with a silent alarm. 5. Must detect and record workouts. 6. Must send reminders to move. 7. Must track workouts like running or bikinig and provide real-time stats on the display. 8. Must track heart rate and show simplified heart rate zones on the display. 9. Must track cardio fitness level. 10. Must have built-in Global Positining System (GPS). 11. Must have a rechargeable battery. 12. Must have a battery life of up to five (5) days. 13. Must provide small, large, and x-large sizes. These items are needed at USAARL in Ft. Rucker, AL 36362-0577. Delivery is FOB Destination no later than 30 days after date of contract. This acquisition is full and open competition issued as a brand name or equal. The North American Industry Classification System (NAICS) code 334519 Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of 52.212-2) in the attached document to this RFQ, and any resulting contract will be issued as a Firm Fixed Price Award.
