- RFQ for Quantum Tape LIbrary (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The requisition/solicitation number is OS191101. (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) The corresponding NAICS code is 541519. (v) List of contract line item number(s) and items, quantities and units of measure - Please see attached PDF for details *Quantum Tape Library products and their protection is the preferred solution for tape backup and offsite storage of protected data. With the Quantum Library already in production, only Quantum support and maintenance may be bid. A specific vendor is not required, but vendors bidding must be an Authorized Quantum Reseller. All support work and technical support will be done by Quantum and not the reseller. Failure to have a Quantum Support contract will result in no support for issues that may arise with the Library. This will affect the ability to send data offsite (FISMA) which places data at risk in case of a disaster. (vi) Description of Requirement - The Department of Health and Human Services (HHS), Program Support Center (PSC) is issuing this RFQ for reinstatement of Quantum Tape Library. (vii) The period of performance will be 12 months from date of award, at 5600 Fishers Lane, Room 4W-41, Rockville, MD 20857. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (JAN 2017), applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (JAN 2017), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (JAN 2017), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JAN 2017), applies to this acquisition. (xiii) The provision at FAR 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements - Representation (FEB 2015) (DEVIATION 2015-02), applies to this acquisition. (xiv) Brand Name Justification - Quantum Tape Library products and their protection is the preferred solution for tape backup and offsite storage of protected data. With the Quantum Library already in production, only Quantum support and maintenance may be bid. A specific vendor is not required, but vendors bidding must be an Authorized Quantum Reseller.
