- The purpose of Amendment 2 is to post answers to questions provided by vendor. See Q&A for Amendment 2: AMENDMENT 2 TO SOLICITATION SP4705-17-R-0005 Questions and Answers Question #1) Is the equipment listed within line item 14 the current equipment in Richmond? If yes, can you provide the model number and memory (where applicable) for each device. Answer: Items listed is current equipment. Model names/numbers are listed in the attachment. I have verified accuracy of serial numbers. Listed equipment has no on board memory. Question #2) Is there any additional equipment (i.e. such as a computer) that is not listed? If yes, can you provide the model number and memory (where applicable) for each device. Answer: Yes. Dell Latitude laptop, SN: 26020875169 running Windows 7 Enterprise, 2GB memory. Question #3) As I understand, the equipment currently in Richmond is NOT provided/service by Biometrics today; however it is owned by the Government. Is this correct? Answer: As I understand, the equipment currently in Richmond is NOT provided/service by Biometrics today; however it is owned by the Government. Is this correct? *******(Yes, we procured it) Question #4) If Biometrics were to submit an offer, could their software be loaded onto the existing Richmond equipment and could the equipment be reconfigured to work within our environment? If your response is 'no', would Biometrics need to submit an offer for new equipment? Answer: (Biometrics equipment is believed to be different than Crossmatch, so new equipment would be needed) Question #5) Biometrics has stated that their V600 equipment could handle the requirements of Richmond. Is the V700 listed within the attached a mandatory requirement? If the Government were to amend its solicitation to allow alternate offers, this would provide Biometrics the opportunity to quote the V600. Please comment. Answer: Okay by me as long as it captures prints and can be sent electronically to OPM) Question #6) Is there a previous contract for this equipment? If so, can you provide the contract number? Answer: Yes, there are several contracts. SP4705-12-M-0002, SP4705-13-M-5054, SP4705-14-M-0095, SP4705-11-P-0211. Question #7) Who was the awarded vendor? Answer: : Biometrics4All (all listed award numbers ) Question #8) What was the cost of the last year's contract and is this the same equipment as last year's contract? Answer: There was no contract issued last year; however the equipment has remained consistent. Question #9) Is the contract available for viewing? Answer: Contractors having access to EDA should be capable of viewing contract data (https://eda2.ogden.disa.mil/eda_main.htm). Question #10) Is there a service/repair history report available? Answer: Not at this time; however typically the equipment has not required repair - occasional glitches occur with the software which require patches. Question #11) Is all the equipment up and running? Answer: Yes. The purpose of this amendment is to correct size standard for NAICS 334118 to 1,000 employees in lieu of $1,000.00 COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) and the solicitation number is SP4705-17-R-0005. No formal solicitation will be issued. Review the attached Statement of Work (SOW) for more details. This solicitation is issued as unrestricted. The NAIC code is 334118 and the size standard is 1,000.00 employees. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-92 effective 19 December 2016, Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Logistics Acquisition Directive (DLAD) current to Revision 5 and PROCLTR 2017-01. The complete text of any of the clauses and provisions are available electronically from the following site: http://www.farsite.hill.af.mil. The government's objective is to acquire fingerprinting maintenance services for the following DLA locations: Ft. Belvoir, VA, Richmond, VA, Columbus, OH, Battle creek MI, Philadelphia, PA, Pearl Harbor HI and Kaiserslautern, GE. The contractor shall provide maintenance support for hardware support on tenprint scanner, hardcopy fingerprint scanner, and card printer to keep current equipment in working order. Includes hardware repair and replacement in the event that the current model becomes obsolete or breaks down. The government intent is to award a single or multiple awards for this effort. The period of performance will be 20 February 2017 through 19 January 2021 for all locations. Please review the attached Statement of Work (SOW) along with contract line items for submission of your proposal. Contract Line items : The CLIN structure will consist of two (2) line items for each site. The first line item will be for the maintenance and the second line item will be for equipment per site. Each location listed has their own individual POCs. Description of Requirements : The contractor shall provide maintenance support for hardware support on tenprint scanner, hardcopy fingerprint scanner, and card printer to keep current equipment in working order. Includes hardware repair and replacement in the event that the current model becomes obsolete or breaks down. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and addendum 52.212-1 ADDENDUM - INSTRUCTIONS TO OFFERORS - - COMMERCIAL ITEMS (OCT 2016) (b) (2) Proposal shall be received no later than February 06, 2017 12:00 PM (Eastern Standard Time). Email response and Mail response will be accepted. Submit offers along with advance copies of the response can be email to: antoinette.gregg@dla.mil. Note: All responses must include the solicitation number on the cover page. For email, the solicitation number must be included within the subject line. Submit one (1) original copy of the technical proposal and one (1) copy of the technical proposal. Within the copy, remove all mention of the contractor's name. Kingman Road, Suite 1145, Fort Belvoir, VA 22060. 52.212-2 -- Evaluation -- Commercial Items. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Past Performance Price Technical and past performance, when combined, are relative importance of all other evaluation factors, when combined, when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) The basis for award will be LOWEST PRICE TECHNICALLY ACCEPTABLE EVALUATION The contract resulting from this solicitation will be awarded based on the following evaluation factors: (1) Technical: (a) The contractor shall provide specifications on the proposed equipment. (b) The contractor is required to provide details on what the proposed maintenance entails? Will the proposal be for weekly, monthly or yearly maintenance (2) Past Performance: The contractor shall provide past performance history with a minimum of three (3) years of experience providing maintenance as required in this Statement of Work (SOW). (3) Price: For offers which meet all other evaluation factors, award will be made to the low offeror based on price. (4) Period of Performance: Offerors must meet the required delivery date. or if POP: Offerors must be able to start performance on the required period of performance. (5)Responsibility: Offerors must meet the standard for FAR 9.104.; 52.212-3 Offeror Representations and Certification-Commercial Items (DEC 2016);52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2016); 52.219-28 Post-award Small Business Program Re-representation ( JUL 2013); 52.232-17 Interest (MAY 2014); 52.242-13 Bankruptcy (JUL 1995); 52.242-15 Stop-Work Order (AUG 1989); 52.212-4 Contract Terms and Conditions-Commercial Items (MAY 2015); 52.233-9001 Disputes: Agreement to Use Alternative Dispute Resolution DLAD (DEC 2016). The resulting contract will be firm-fixed price. The period of performance will be for one twelve (12) month base year along with four twelve (12) month option periods. The Government will make award to the responsible offeror who has the lowest price and is technically acceptable.
