- Provisions and Clauses Full-Text Attachment (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-17-T-0071. This acquisition is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective date 19 January 2017. (iv) The associated NAICS code is 334516. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Glovebox System, Training, and Installation (vi) Description of requirements: C.1 Requirement The Contractor shall deliver a glovebox system, training, and installation to the U.S. Army Research Laboratory, Aberdeen Proving Ground (APG), MD based on the Government's minimum requirements as stated in section C.2 and C.3. C.2 Salient Characteristics C.2.1 Atmosphere glovebox measuring exactly 71 Inches (") Long X 39" Deep X 50" High C.2.2 6" diameter round antechamber with manual purge valve. C.2.3 Rectangular antechamber measuring exactly 24" Wide X 24" High X 36" Long C.2.4 Automated gas purification/management system with 0-60 Cubic Feet per Minute (CFM) vibration dampened blower capable of maintaining an inert atmosphere inside the glove box with <1 ppm of oxygen and <1 ppm of moisture C.2.5 Integrated oxygen analyzer capable of reading 0-1000 parts per million (ppm). Shall be readable from a centrally located screen C.2.6 Integrated Moisture Analyzer capable of reading 0-1000 ppm. Shall be readable from a centrally located screen C.2.7 Minimum of four (4) 8" glove ports C.2.8 Removable front window. C.2.9 10 cfm rotary vacuum pump with automatic purge valve. C.2.10 Automatic vacuum chamber control C.3 Delivery, Training, and Installation C.3.1 The Contractor shall deliver the glovebox system to Army Research Laboratory, Aberdeen Proving Ground (APG), MD 21005 within twelve (12) weeks after date of contract. C.3.2 The Contractor shall supply at least one (1) trained Technician for one (1) day to perform the training on the system that covers daily operation and routine maintenance at ARL within four (4) weeks of system delivery. C.3.3 The Contractor shall furnish all labor, tools and supplies to perform successful installation of the system at ARL within four (4) weeks of system delivery. (vii) Delivery is required by twelve (12) weeks after date of contract (ADC). Delivery shall be made to Army Research Laboratory (ARL) at Shipping and Receiveing, Bldg 434, Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at Army Research Laboratory (ARL) at Shipping and Receiveing, Bldg 434, Aberdeen Proving Ground, MD 21005. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because that past performance need not be evaluated because these items are commercial in nature and therefore, anyone in the market place would be able to satisfactorily provide them. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
