- Sources Sought Synopsis for OPIC Intranet Modernization Request for Statements of Capabilities (SoC): The OPIC OCIO is looking for a vendor with SharePoint Online expertise to define, design, and implement a new Intranet in OPIC's existing O365 SharePoint Online environment. The scope of the work is for Phase One, which includes an assessment of the existing SharePoint environments, the design and delivery of a new Intranet in the SharePoint Online environment, migration of existing SharePoint data, and end-user training. As Microsoft Office SharePoint Server 2007 will be unsupported product on October 10, 2017, Phase One needs to be completed by September 30, 2017 to ensure OPIC is fully off the unsupported platform. Therefore, time is of the essence. Financial incentives will be provided for early delivery and either disincentives or liquidated damages assessed for late delivery. OPIC needs a vendor who has significant experience with SharePoint in the Office 365 platform, fully understands the new features and limitations of SharePoint Online, and incorporates this knowledge into the design to ensure stakeholder requirements, business processes, and security policies are met. Interested and capable vendors are requested to submit there SoCs in pdf format to the POC listed on this posting no later thatn 5pm EST 8 February 2017. There is no SoC page limit. Small Business Status: All respondents are required to indicate whether they are a small business or large business. All small businesses must indicate, if applicable, whether they are eligible for a particular program (e.g. WOSB, SDVOSB, etc) and whether they are an 8a small business. OPIC would prefer to award this contract as an 8a sole source, if a capable (as determined by the OPIC Contracting Officer) source is identified. If a capable 8a source is not identified, then OPIC's preference would be to award this effort as a SB program set-aside. No set aside option is chosen at this time because the decision is dependent on the quality and variety of SoCs OPIC will receive in response to this Source Sought Synopsis. Prior/Current Experience and References: If possible, respondents shall provide OPIC with three examples of experience performing similar or functionally identical work for previous or current clients. Respondents shall also provide the current contact information of those clients as references. Security Considerations: Respondents shall indicate whether the personnel they might propose for this work (OPIC estimates 2 contractor FTEs will be required to perform this effort) possess current security clearances and, if so, at what level. Respondents shall also indicate whether their companies possess facility clearance and, if so, at what level.
