- This notice serves as a pre-solicitation notice/procurement synopsis for The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Nuclear Weapons Center (AFNWC), B61 Mod 12 LEP TKA Program Office Lot buys 1-2 (FY18-21). The B61 Mod 12 LEP TKA Division, in preparation for its 1 st production run of B61 Mod 12 LEP TKA, is envisioned to award a sole source contract for Production/Sustainment, including engineering and logistics support, possible field service representatives, sustainment and maintenance of the TKAs after production, and support of annual flight tests. Additionally, B61Mod 12 LEP TKA trainers and long lead assets to support LRIP will be purchased on the existing Engineering and Manufacturing Design (EMD) contract. The solicitation/award is expected to include a basic period (Lot1/FY18), one option period (Lot 2/FY19) and a possible third option for the TKA trainers. The solicitation/award is expected to include the production of approximately 813 TKAs, including trainers, within a 24 month period. Inasmuch as The Boeing Company, the current provider of the B61 Mod 12 LEP TKA is currently in the EMD phase of the program, the Government will not be able to provide government property/government special tooling/special test equipment/technical data package to any new prospective source. Therefore, the fulfillment of the supplies/services listed above requires substantial initial investment and an extended period of preparation for manufacture. Anticipated date of letter of solicitation for Lots 1-2 production and associated efforts is on or about 18 April 2017; date of closing response is on or about 29 December 2017. This acquisition is contemplated sole source under authority of FAR 6.302-1(a)(2)(ii), "Only One responsible Source and no other supplies or services will satisfy agency requirements" to The Boeing Company, 6200 JS McDonnell Blvd., Saint Louis, MO 63134-1939.
