- Attachment 3 - BEWT II IMU Laptop Assembly Drawing Attachment 2 - Statement of Work Attachment 1 - Market Research Questionnaire Sources Sought Notice Instructions to Interested Parties: This is not a solicitation for proposal and no award of a contract will be made as a result of this questionnaire. Naval Sea Systems Command Head Quarters (NAVSEA HQ) Program Executive Office (PEO) Integrated Warfare Systems ( IWS) 1IT is requesting assistance from industry to conduct market research in accordance with FAR Part 19, Small Business Programs. The Government anticipates making future decisions regarding the procurement process utilized for a potential solicitation based on the responses received from industry that both indicate an interest, and show a capability to provide the required production and engineering services. This Market Research Questionnaire is intended to assist the Government in identifying the capabilities of small business contractors' ability to responding to a potential future solicitation to provide the Government with engineering support services for the ongoing development of Electronic Warfare Training System (EWTS) projects. Please answer the questions found in the Market Research Questionnaire (Attachment 1) to the best of your ability and return the completed questionnaire to Stephanie Gerow via email ( Stephanie.Gerow@navy.mil ) and Simon Klink ( Simon.Klink@navy.mil ). Respondents will NOT be notified of the results of this evaluation and the final determination regarding the utilization of a small business set aside will be conducted per the regulatory requirements of FAR Part 10, Market Research, and FAR Part 19, Small Business Programs. All information will be kept confidential and will not be disseminated to the public. This Sources Sought Notice and Market Research Questionnaire is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. North American Industry Classification System (NAICS) Code : 334111 Small Business Size Standard : 1,250 (For more information about Small Business Size Standards, please refer to http://www.sba.gov ) Anticipated Contract Type : Firm-Fixed Price (FFP) for system production, Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) for research, design, and development effort, and Cost Only for travel and materials........................................................................................ Background : The US Navy has a requirement to complete the design, development, test and integration of the Battleforce Electronic Warfare Trainer (BEWT) and Surface Electronic Warfare Team Trainer (SEWTT) in support of Surface Electronic Warfare Improvement Program (SEWIP)software baselines, continued production of BEWT II, ongoing integrated training systems engineering, support of legacy electronic warfare trainer systems, address emergent training requirements that match new Combat System capabilities, as well as other combat and ship sensor system trainer requirements. The Battle Force Tactical Training (BFTT) Program is an Acquisition Category (ACAT) IV-M program that provides the hardware and software required to integrate onboard trainers, simulators and stimulators into a baseline to enable shipboard multi-warfare and multi-ship combat system team training capability. The Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) program provides high fidelity training at key fleet concentration area shore sites and integrates BEWT/SEWTT and SLQ-32 Emulators into the IAMD/ASW trainer. The BEWT, SEWTT and CIAT systems, whether integrated with BFTT, CIAT, or operating in standalone mode, are the sole providers of tactical Electronic Warfare (EW) training to the US Navy and US Coast Guard. To fulfill this requirement IWS 1IT is in need of a commercial contractor with the experience, capability, and capacity to provide production units and engineering support. Support will include systems engineering, hardware procurement, software installation, testing, maintenance, warehousing, repair, logistics, and documentation as required for US Navy ships and selected shore sites........................................................................................ Estimated Potential Item Requirements : The contractor shall be responsible for providing both production end items and engineering support as provided in the Statement of Work (Attachment 2).
