Description
The purpose of this Sources Sought Notice is to gather information related to obtaining Guard/Security Support Services for the Department of Justice (DOJ), Government and leased buildings in the Washington D.C area. The Justice Management Division (JMD), Security and Emergency Planning Staff (SEPS), is responsible for providing and administering contract guard services at certain Department of Justice facilities (both owned and leased) in the Washington, DC metropolitan area. The guard services to be acquired provide a daily deterrent against unauthorized and/or illegal activities, including potentially life-threatening activities, directed toward DOJ employees, visitors, the general public, information, programs, Government facilities, and Government property. The qualification requirements for the uniformed Contractor personnel carrying weapons and the standards of performance in this RFQ reflect the status of the Justice Protective Service Security Officer (PSO). The PSOs are DOJ contract security guards with a limited special deputation authority from the U.S. Marshals Service for the purpose of providing security for DOJ facilities. Within the District of Columbia, PSOs may make warrantless arrests in the same circumstances as the Metropolitan Police, based on the authority granted in the D.C. code. The arrest authority applies on both federal and non-federal property. The resultant contract is expected to be predominantly performance based firm fixed price with some performance based labor-hour type work effort with clearly defined performance standards and incentives. Interested vendors should submit the following information: 1. Company/Organization name, mailing address, website address (if available), and the name, telephone number, and e-mail address of a point of contact. 2. Security clearances are required. Firms shall have the appropriate level "Facility Clearance" (currently Top Secret) at time of proposal submission. This requirement will not be waived. 3. Provide a detailed description of the firms experience in providing guard services within the last 3 years, for multiple buildings in a diverse metropolitan area. Provide the contract number(s), dollar value of up to 3 contracts (if you were a subcontractor provide the value of your contribution) that support your experience. Also, provide the Name, title, telephone number, and e-mail addresses of individuals (customer) for the referenced contracts. 4. Contract Vehicles - Does the firm have a GSA Federal Supply Schedule or GWAC available for use? If so, provide the specific GSA contract number or other identifier for any contract vehicles available. 5. Small Business Considerations: The Department has not made a decision regarding set-aside or small business strategy for this acquisition. That decision will be made in part, based upon the responses to this RFI. It is therefore important that companies provide its business size and socio-economic status. Small businesses are advised that FAR 52.219-14, Limitations on Subcontracting apply. Response Guidelines: This notice is issued solely for market research and planning purposes. It does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government will not provide reimbursement for any information that may be submitted in response to this RFI. Responses to this RFI shall be submitted to the Gregory.L.Newsom@usdoj.gov, Contracting Officer. Submissions shall be in Microsoft Word. The page limit for all responses is not to exceed six (6) single-sided, 12-point-font size, Times New Roman font, 8½ x 11-inch pages, including the cover sheet. Note: The e-mail system may reject files in excess of 5MB. Those who respond to this RFI should not anticipate feedback concerning their submission. All submissions will become the property of the Government and will not be returned.
