Description
RFI Questionnaire - Cargo Insurance USTRANSCOM Acquisition Directorate is seeking industry input on behalf of the USTRANSCOM Enterprise Readiness Center as it relates to a potential solicitation for Cargo Insurance Coverage for Non-DoD Articles Moving on US Military Organic or Contracted Lift Conveyances. Please provide answers to the attached market research questionnaire. THIS IS NOT A REQUEST FOR PROPOSALS OR A SOLICITATION. WE ARE SEEKING INDUSTRY INPUT FOR MARKET RESEARCH PURPOSES ONLY. PLEASE DO NOT SUBMIT PROPOSALS IN RESPONSE TO THIS MARKET RESEARCH. BACKGROUND INFORMATION: The National Defense Authorization Act (NDAA) of 2017 (Section 1041) authorizes the DoD to make insurance products available to Non-Department of Defense (DoD) shippers using the Defense Transportation system (DTS). DoD is conducting market research to ascertain the availability of commercial cargo insurance providers/contractor's desire to offer insurance coverage/products to Non-DoD shippers using the Defense Transportation System (DTS) and to seek industry's recommendations on how best to provide commercial cargo insurance products for freight moved within the DTS. NDAA further states that insurance providers providing insurance products to Non-DoD customers shall agree to hold the United States harmless for any Non-DoD owned freight moving within the DTS. The coverage and associated costs for insurance will be between the Non-DoD customers and selected insurance providers. DESCRIPTION OF SERVICES: The general scope of Cargo Insurance Coverage may include: • Cargo Insurance coverage for freight moved on U.S. Military operated conveyances to include aircraft and sealift platforms to execute freight shipments and freight handling and storage requirements accomplished by DoD personnel (Active Duty, Civilians or contracted personnel) prior to or following actual movement. • DoD contracted conveyances to include aircraft, sealift, motor carrier, rail, or other modes as necessary to execute shipment and freight handling and storage requirements accomplished by DoD personnel (Active Duty, Civilians or contracted personnel) prior to or following actual movement. o DoD contracted lift may provide cargo liability terms based on contractual limits or limits required by US Code (e.g. COGSA). Insurance required by this proposed acquisition would augment existing coverage as necessary. • Cargo Insurance ordered and funded by Non-DoD customer. • Cargo Insurance options may be proposed in terms of "best industry practices" or in a tiered approach and could address provisions for: o Full replacement value down to minimum coverage o Full repair value down to minimum coverage o No-deductibles down to a deductible scale o High value item coverage (e.g. Aircraft Jet engines, Heavy Vehicles, HAZMAT). • A process and system to request, provide, and pay for coverage prior to movement of freight o Determine available payment method (e.g. Invoice, credit card, etc.). • Freight may be moved under International Traffic in Arms Regulations (ITAR) requirements • Non-DoD customers may include Foreign Military Sales countries, humanitarian organizations, and other U.S. Government agencies • Non-DoD owned freight may include military equipment such as tracked or untracked vehicles, aircraft engines, aircraft and vehicle parts and other general supply items • Non-DoD owned freight may be high-value items (e.g. Aircraft engines, etc) The applicable North American Industrial Classification System (NAICS) code is 524126 Direct Property and Casualty Insurance Carriers. This is only market research at this time and a solicitation may or may not result from this potential requirement. Any resulting Request for Proposal (RFP) will be available on FBO.gov.
