Description
DISCLOSURE: This is a Request for Information (RFI) for information and acquisition planning purposes. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. PURPOSE & RESPONSE: This is a Request for Information (RFI) for a tentative requirement to provide system level cost analysis with Total Ownership Cost (TOC) modeling in support of Navy major system program strategic cost reduction and process improvement initiatives. The Naval Sea Systems Command is performing market research to determine which contractors currently have, at a minimum, the following capabilities in support of Navy shipbuilding and repair or similar heavy industries: 1. System level cost analysis with TOC modeling; 2. Demonstrated development of a should cost analysis which evaluates the economy and efficiency of a contractor's existing work force, methods (to include industrial design, manufacturing and estimating), materials, equipment, real property, operating systems, and management; 3. Demonstrated development of TOC analysis to assess acquisition lifecycle cost; and 4. A practical knowledge of the nature and operations of the industry or industries; and the materials, facilities and methods employed by the industry or industries in constructing or repairing large Navy vessels or similar items. Those sources are requested to respond to this notice and provide the following as part of their response: 1. A description of the company's relevant experience in demonstrating the capabilities identified in the preceding paragraph; 2. The quantity and scope/value of awarded contracts or orders which demonstrate the capabilities identified in the preceding paragraph, and identification of the heavy industry associated with each contract and order; 3. Identification of any active multi-award contract(s) (e.g. SeaPort-E) or GSA Federal Supply Schedule(s) under which the Contractor is a vendor and performs the capabilities identified in the preceding paragraph; 4. Identification of key personnel and their experience; and 5. The Name, telephone number and email address of the contractor point of contact for that contract or order. SUBMISSION OF INFORMATION: General questions and clarification needed on requirements may be submitted electronically by Friday, February 10, 2017 to david.radell@navy.mil AND katherine.laskey@navy.mil. Responses are requested by 5:00 PM (EST) on Tuesday, February 21, 2017. The page limit is five (5) pages and a detailed proposal is not requested. All documentation sized to 8.5"x11" with 1" margins. For electronic file sizes over 5 MB upload and submit your response to the US Army Safe Access File Exchange (SAFE) application (https://safe.amrdec.army.mil/safe/). Please follow the steps below: a. This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
