- INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a Single Award, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the Survey of Healthcare Experiences of Patients (SHEP) Program. Please Note: this is being issued in connection with Request for Information (RFI) VA701-16-N-0226. DESCRIPTION: The scope of the procurement includes the use and administration of HCAHPS based and custom survey instruments, access to detailed data files for comparable analysis, statistical guidance on an as needed basis, questionnaire development and printing, optimum envelope development and printing, address file cleaning, mail addressing, collating, matching, mailing, and data collection services, survey data file transfers (FTP), white mail handling and management, and selected data analysis and reporting. In order to be considered for award, contracts must possess full or provisional HCAHPS certification. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 12, 15, and 16. The solicitation will be advertised using full and open competition procedures (i.e., open to both large and small business). The applicable NAICS code is 541910 with a size standard of $15.0 million. The solicitation will be issued for 30 calendar days. The anticipated contract period will include a 12 month base period, with four (4) 12 month options to follow. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email at Kaylan.grove@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent solicitation.
