The Department of Veterans Affairs, VA Medical Center, Togus, ME is seeking a qualified Architect-Engineering (AE) firm to provide professional Architect/Engineer Services i.e. Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related for a complete design package to Construct a Community Living Center for Project Number 402-315 at the VA Maine Healthcare System, Togus VAME, 1 VA Center, Augusta, ME 04330-6796. The VA prefers the location of the Veteran Owned Small Business (VOSB) AE firm and/or satellite office to be within 200 miles of the facility. The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services to provide a complete design for a state of the art long term care environment for Maine s aging Veteran population. This is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran-Owned Small Business Set Aside (VOSB). The applicable NAICS code is 541310 and the small business size standard is $15 million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer not later than 15 calendar days from the date of this notice via email to Linda.Ward2@va.gov. The following information is requested in response to this notice: (1) Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541310; (2) A copy of the firms CVE verification as a SDVOSB or VOSB firm; (3) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (4) Evidence of your experience in A/E Services to provide a complete design for a Community Living Center in a hospital setting with a Construction Magnitude between $5,000,000 to $10,000,000 with a minimum of one (1) located at a medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs); (5) proof of professional liability insurance required to cover the amount of this project; and (6) evidence your firm is within a 200 mile radius of the Togus VAME Medical Center. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB firms by 15 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms. Interested firms may reply via e-mail to linda.ward2@va.gov. Firms must be registered in the System for Award Management (SAM). Visit www.sam.gov to register in this database. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE). Project Information: This project will construct a state of the art long term care environment for Maine s aging Veteran population who are in need of institutional care. The population that is being served by this project is Veterans with moderate to advanced dementia who requires a secure environment. Specifically, the proposed construction would create two 12-bed residences. The total size of the two buildings will be 16,500 square feet and the site work would include the replacement of 40 parking spots being displaced due to construction the location would be adjacent to the existing Community Living Center at VA Maine. Specialized Experience and Technical Competence: Design firm must have a consultant that has experience with small house and/or green house concept design methods and models. This consultant will help steer the design phase and provide feedback on the details of transitioning from the current model (Community Living Center) to the new state of the art model (Community Living Center) under this project. After the A/E design is completed it is expected to be construction ready, and include all necessary details, drawings, and specifications to construct an energy efficient, state of the art Community Living Center. This is not a Request for Proposal; this is a Sources Sought notice to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services to provide a complete design for a state of the art long term care environment for Maine s aging Veteran population.
