Description

DESCRIPTION: This requirement is titled A-E Support Services #1, Project Number 618-17-401 and is being procured in accordance with the Brooks Act, as implemented in FAR Subpart 36.6. The top rated Architectural Engineering (A-E) firm will be selected for negotiation based on demonstrated competence and qualifications for the required work in the attached Scope of Work. Minneapolis VA Health Care System, One Veterans Drive, Minneapolis, MN 55417, is seeking the services of a qualified A-E firm to provide A-E support to the Veterans Integrated Service Network (VISN) for bridging documents, studies, electrical directive reviews, third-party reviews, cost estimating, document prep, construction management, commissioning, etc. This procurement is set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs) that are registered and certified in the Vendor Information Pages (VIP) database. NAICS Code 541310, Architectural Services, size standard is $7.5 million, is applicable to this procurement. SDVOSB A-E firms under this NAICS Code are encouraged to submit their qualifications. A firm-fixed-price contract will be negotiated. This Request for Qualifications has been assigned number VA263-17-N-0269 should be referenced along with the requirement title and Project Number- on all correspondence regarding this announcement. Selection criteria shall be in accordance with Federal Acquisition Regulation (FAR) Part 36.602-1 and VA Acquisition Regulation (VAAR) Part 836.602. The A-E selection criteria shall include: 1) Proposed Design Team, 2) Proposed Management Team, 3) Previous Experience of Proposed Team, 4) Location and Facilities of Working Offices, 5) Proposed Design Approach for this Project, 6) Project Control, 7) Estimated Effectiveness, 8) Sustainable Design, 9) Miscellaneous Capabilities (such as Interior Design, CADD applications used, Value Engineering and Life Cycle Cost Analyses, Environment Preservation, CPM and Fast Track Construction), 10) Awards, and 11) Insurance and Litigation. A copy of the A-E Interview Scoresheet is attached. All responding A-E firms are required to submit one completed original copy and one electronic copy of Standard Form 330, Architect-Engineer Qualifications to: Network 23 Contracting Office, Attn: Chris Gauthier, 708 South 3rd Street, Minneapolis, MN 55415. All completed SF 330 s must be received no later than Monday, March 6, 2017, 12:00 PM (local time). Standard Form 330 is attached to this document, if needed. Faxed or emailed documents will NOT be accepted. All information must be in original/hard form and CD (compact disc). PLEASE NOTE: A 2nd similar requirement is also being posted today titled A-E Support Services #2, Project Number 618-17-402. If you intend to submit SF 330 s for both requirements, a separate SF 330 is required for both. You may include both SF330 s into one mailing but separate compact discs are requested and all submissions must include the requirement title and project number (to avoid confusion when receiving). Interested firms are reminded that in accordance with FAR 4.12, prospective firms shall complete electronic annual representations and certifications in conjunction with FAR 4.11. Potential firms must be registered in SAM (www.sam.gov) at the time of submission of their qualifications in order to be considered for award. Award is contingent upon the availability of funds. The Government reserves the right to cancel this solicitation at any time and at no cost to the Government.
