Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. The intent of this notice is to notify potential offerors that Naval Facilities Engineering Command, Mid-Atlantic, Marine Forces Reserve, (MARFORRES) Integrated Process Team (IPT). THIS SYNOPSIS IS A MARKET RESEARCH TOOL and is being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8(a) company, please submit an 8(a) letter from the SBA stating that you have a bona fide office in Galveston, Texas. Capabilities statements shall address, as a minimum, the following: Submit a minimum of three (3) and a maximum of five (5) relevant construction projects completed in the past five (5) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. Of the projects submitted, at least one must be operations, administrative and training facilities. For purposes of this synopsis, relevant project is defined as follows: Similar size: Reserve Center Annex for renovation is 18,382 sq. ft., New Annex is 8,750 sq. ft., and Vehicle Maintenance Facility is 2,500 sq. ft. or greater and project value of $5,000,000 or greater. Similar Scope: New construction of a reserve center annex that is a one-story metal framed, masonry wall building with a standing seam sloped metal roof, electrical/lighting, fire protection systems, heating, venting and air conditioning system, electrical systems, plumbing systems and built-in equipment. The floor will be slab on grade with piles and concrete foundation. This building will contain a supply warehouse with administrative offices, locker room for individual combat equipment, and both male and female heads and showers. Constructs a Vehicle Maintenance Facility (VMF) addition to the existing reserve center facility with a concrete foundation, concrete floors, masonry walls, sloped standing seam metal roofing system, overhead doors, fire protection systems, high bay work areas, steel personnel doors, heating, ventilation, electrical utilities, mechanical utilities, vehicle lube system, vehicle exhaust system and air compressor systems. The project includes the renovation of interior spaces of the existing reserve center building (Building #1). Information systems include basic telephone, non-secure internet protocol router network, secret internet protocol router network, fiber optic, cable television, closed circuit, electronic security and fire alarm systems and infrastructure. television, intercom system This project will provide Anti-Terrorism/Force Protection (AT/FP) feature and comply with AT/FP regulations, and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Built-in equipment includes double lockers, individual combat equipment storage lockers, benches, palletized container storage racks, wire mesh caging, weapons maintenance tables, weapons cleaning tables, compressed air systems, secure communication electronics equipment storage shelves and lockers, grounded electronics maintenance tables, helmet drying system, vehicle lubrication system and vehicle exhaust system. Special cost includes Post Construction Contract Award Services (PCAS), which includes geospatial survey and mapping. Operations and Maintenance Support Information (OMSI) is included in this project. Department of Defense and Department of the Navy principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate. Site preparation includes site clearing, excavation, fill and borrow, re-location of the existing sanitary sewer forced main and preparation for construction. Special foundation features include pilings. Paving and improvements will construct concrete tactical vehicle parking areas and the construction of overhead cover with lighting and power for amphibious assault vehicles. Also constructs asphalt parking areas for approximately 105 additional personally owned vehicles (POV). The POV parking area will require an asphalt access roadway. Parking areas will provide security lighting; provide security fencing and vehicle gates. Other facilities include additional perimeter security fencing with a control point gate and the relocation of a covered shelter. This project also relocates the existing Marine Corps Martial Arts Training (MCMAP) pit to make room for the tactical vehicle parking expansion pavement area. Electrical utilities include primary and secondary distribution systems, lighting, fans, transformers and telecommunications infrastructure. Mechanical utilities include gas, water and sanitary sewer lines. Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria (UFC). Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. All responses shall include: (1) Contract Numbers and indicate whether your participation as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $15,000,000, DUNS number, CAGE Code, and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor Protégé, please indicate the percentage of work to be performed by the Protégé and a copy of the SBA letter stating that your Mentor Protégé agreement has been approved. This Sources Sought Notice is seeking eligible small business firms capable of performing the design and construct expansions, alterations, and improvements to the site and facilities at the Marines Corps Reserve Center in Galveston, Texas. The existing Reserve Training Center building (RTC, or main building) will undergo a comprehensive remodeling to meet the current functional needs of the Marines on site, who support an Amphibious Assault Vehicle (AAV) program. The spaces will be utilized by Full-time staff and Reservist Marines in training and drilling activities. The building will house offices, classrooms, drill hall, and various other spaces. A covered weapon cleaning area will be added to the building in support of these operations. The Vehicle Maintenance Facility (VMF), which is part of the RTC building, will receive double its current number of open service bays, which will be used primarily in support of the Amphibious Assault Vehicles (AAVs). Several other new spaces will be added to the existing VMF building program, including adjacent support rooms, equipment storage, and administrative offices. An annex to the RTC building will be constructed to house a number of functions that cannot fit within the existing building footprint. These include, but are not limited to, a supply warehouse, a gear locker room, restrooms, showers, and day lockers. In the base bid, provide a design that incorporates each element for future construction of unexecuted bid options. Bid Option #1: Provide bleacher seating at the drill hall. Bid Option #2: Provide 3x3x3 Gear Lockers in all spaces scheduled. Bid Option #3: Provide day lockers and benches in all spaces scheduled. Bid Option #4: Provide Jiffy-lube vehicle POL distribution system. Bid Option #5: Provide compressed air systems in all areas scheduled. Bid Option #6: Rebuild removed MCMAP pit in new location. Bid Option #7: Replace the existing overhead doors on the north side of the VMF facility. Bid Option #8: Provide retractable power cord reels as scheduled. Bid Option #9: Provide wire mesh partitions as scheduled. Bid Option #10: Provide PALCON racks as scheduled. Bid Option #11: Provide AAV vehicle canopies. Bid Option #12: Selectively relocate existing fence line. Bid Option #13: Provide new POV parking lot. Bid Option #14: Provide under-slab cabling to conference room table. Bid Option #15: Provide ballistics-designed storefront entry. Bid Option #16: (deductive) Reduce the number of telecom drops as shown on the Room Tables. The estimated cost of magnitude for this project is $5 - $10 million. All service-disabled veteran-owned small businesses certified HUB-Zone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government s best interest.
