- Contracting Office Address Department of the Air Force, Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC)/EBK, 207 West D Avenue, Suite 214, Building 349, Eglin AFB, FL 32542-6853 Description Notice of Contract Action (NOCA) - QF-16 Full Scale Aerial Target (FSAT) - The Air Force Life Cycle Management Center, Testing and Training Division, Aerial Targets Branch, Contracts Office, Eglin AFB FL intends to award a sole source contract to Boeing Company, Defense, Space & Security, 6200 J S McDonnell Blvd, St. Louis, MO, 63134-1939 for procurement of the modification of the QF-16 Full Scale Aerial Target (FSAT) to support multi-simultaneous payload control contract to provide full life-cycle weapon system support (FY18-20). It is anticipated that the contract will be awarded in the 3rd quarter of FY18. The design, development and test to support target improvements/enhancements and software updates to the QF-16 as required to integrate with operational sites along with data deliveries, has a period of performance of 24 months from award through delivery of the test report. The effort to procure approximately 50 multi-payload control (MPC) kits will be included in this contract. The effort will be priced, negotiated, and established within 12 months of an approved Critical Design Review (CDR). The 50 MPC kits will meet near term test needs prior to design changes being installed on QF-16 production units. The period of performance will be 6 months from the final delivery of the test report. The Government does not own or possess a technical data package (TDP) for the QF-16 system. The TDP, including the PSC LRU, is owned by The Boeing Company of St Louis, MO. Boeing Company is the only source able to meet the mandatory time frames and has the technical expertise, documentation, and detailed knowledge of the QF-16 FSAT (unique DPE, unique software, facilities and tooling, manufacturing processes, and maintenance support procedures) to be able to supply a PSC LRU that performs the functions required. The Government will not provide F-16 support equipment or special test equipment to any prospective new source. The Government has determined that the only way to prevent any adverse impact to critical mission activities that could result from availability of threat representative full scale aerial targets in support of Title 10 Live Fire and Lethality operational testing is to issue a contract to the incumbent vendor. Schedule is critical for the procurement and delivery of the modified QF-16 and any potential source must be able to design, develop, test and deliver the modified QF-16 and deliver the approximate 50 multi-payload control kits within the required timeframe to meet critical mission requirements. The Government plans to award a contract in 3rd quarter FY18. The subject effort is to support ACC's requirement to operate payloads through modifications to the QF-16 to remotely control up to five (5) threat representative payloads (internal, external, or both) functioning simultaneously and cooperatively. This includes all non-recurring engineering, integration with legacy F-16 systems as well as Drone Peculiar Equipment (DPE) associated with QF-16, test and evaluation, manufacturing support functions and management tasks necessary to operate up to five (5) payloads operating simultaneously and cooperatively. The Contractor must be able to modify the QF-16 using a demonstrated and mature modification capability to meet DoD Manufacturing Readiness standards associated with Full Rate Production. The Contractor's solution must be compatible with the Gulf Range Drone Control System (GRDCS) Interface Control Document (ICD), the White Sands Missile Range Integrated Target System (WITS), the F-16 Environmental Specification (16SPS011E) and the QF-16 Payloads ICD. The contract will entail modifications to the baseline QF-16 FSAT design for any or all of the subsystems of the Drone Peculiar Equipment and should be documented by updating technical manuals, checklists and training. The North American Industry Classification System (NAICS) code for this proposed acquisition is 336411 with a size standard of 1,500 employees. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. POC is Mr. Joseph P.
