- THIS IS A SOURCES SOUGHT NOTICE for the M205 Lightweight Tripod for Heavy Machine Guns. The Army Contracting Command - New Jersey, Picatinny Arsenal, is conducting a market survey to identify companies with experience in small arms manufacturing and associated technologies (corporate knowledge, technical expertise, facilities, manufacturing equipment, and product acceptance test hardware) to determine possible sources for the manufacture of the M205 Tripod (NSN: 1005-01-586-5702) and associated spare parts. The M205 Tripod is used with the M2/M2A1 Heavy Machine Guns and the MK19 Grenade Machine Gun and will be produced to a Government Technical Data Package (TDP). The M205 is an improved ground mount which replaces the heavier and larger M3 Tripod for ground mounting the M2/M2A1.50 Caliber Machine Guns and MK19 Grenade Machine Gun (GMG). An integral T&E mechanism is included as part of the M205 and provides controlled manipulation in both traverse and elevation. The M205's primary mission is to provide a stable, easy-to-use, mounting platform for the M2/M2A1 and MK19 for delivering controlled, sustained, and accurate fire at extended ranges to support combat operations in offensive and defensive roles. The following strategy is anticipated and is being provided for planning purposes: a competitive solicitation resulting in a single award, five (5) year Firm-Fixed-Price (FFP) Base Contract with four (4) - one (1) year options. Any future contract shall require the successful completion of a First Article Test, and ongoing Lot Acceptance Tests. Should a resulting contract be awarded, the First Article Sample would be submitted to the Government 150 days after contract award, and monthly production deliveries would commence within 30 days after Government approval of the First Article Sample. Production Deliveries would ramp up from 50 per month to 300 per month by the sixth (6) delivery. Depending on the final Government requirement, a final production capacity of 400 tripods per month may be required. Response Interested responsible firms should submit information, literature/brochures not exceeding twenty (20) pages describing production capability and quality assurance plan. Submitted information should address: a) the current monthly sustainable production rate; b) production lead time needed to meet First Article Test and the monthly delivery quantity of 300 per month; c) a description of additional resources needed in order to meet a delivery rate of 400/month if applicable; d) key tooling and equipment (i.e. cutting/milling, casting) available to meet the requirement; e) production of similar items whether "other Government/Military contracts" or "Non-Governmental" contracts and the monthly production quantities of such; f) description of quality assurance plan, including certification or compliance to ISO 9001:2008 (or equivalent). Vendor Questionnaire: In addition to the above, the following questionnaire is to obtain information from industry to further assist in market research. The Technical Data Package (TDP) for the M205 Tripod is categorized as Distribution B and is restricted. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This also applies to distribution of the TDP to all Subcontractors at every level. Pursuant to an existing Technical Data Sales and Patent Licensing Agreement, the manufacture of the M205 Tripod is restricted to manufacture within the United States and its Territories, Island Possessions and Protectorates. The U.S. Government requires a Use and Non-Disclosure Agreement (NDA) to be executed by an authorized representative of the respondent's firm before access can be granted to the technical data. Drawings will not be provided as part of this Market Survey / Sources Sought Notice. This market survey is for information and planning purposes only and does not constitute a Request for Proposal (RFP). This Market Survey is not to be construed as a commitment by the Government or otherwise pay for information solicited. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Respondents will not be notified of the results of this survey or results of information submitted. Any hardcopy information provided will not be returned.
