- The purpose of this acquisition is to provide the Patient Advocacy and Case Management functions Sole Source Notice This is a Sole Source Synopsis announcement. A written solicitation will not be issued. The Health Resources and Services Administration (HRSA) intends to issue a sole source contract action pursuant to 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulations (FAR), Part 6.302-1. Market research was conducted prior to the posting of this notice and only one responsible source is able to provide the services which will satisfy agency requirements. The National Marrow Donor Program, Inc. is the only known source able to provide the services. The purpose of this acquisition is to provide the Patient Advocacy and Case Management functions, the contractor will be required to do the following: 1. Provide for a system of patient advocacy that will serve patients for whom the Transplantation Program is conducting or has been requested to conduct a search for a bone marrow donor or cord blood unit. 2. Provide case management services for any potential donor of bone marrow to whom the Transplantation Program has provided a notice that the potential donor may be suitably matched to a particular patient. 3. Provide the patient or his or her representative individualized services with respect to efficiently utilizing the Single Point of Access and assist with information regarding third party payer matters. 4. Determine whether a patient's search needs are being met. 5. Provide the patient, or his or her representative, information regarding bone marrow donors or cord blood units that are suitably matched and the progress of the search including if it has been interrupted or discontinued. 6. Identify and resolve problems in a search. 7. Ensure that patients have data available to them concerning resources available through the Transplantation Program, a comparison of transplant centers regarding search and other costs, post-transplant outcomes for individual transplant centers, information concerning post-transplant issues, and information concerning the process of receiving a transplant and the post-transplant process. 8. Conduct surveys of patients, or individuals acting on behalf of patients, to determine the extent of satisfaction with the system for patient advocacy and to identify ways in which the system can be improved to best meet the needs of patients. The National Marrow Donor Program, Inc. is the current contractor as result of the competitive award process conducted in 2012. This new requirement is a follow-on effort to the existing contract. The anticipated period of performance start date for this requirement is September 30, 2017. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, interested parties may submit their capabilities or responses before the closing date and time of this notice to the Government for considerations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Any interested parties may provide a statement of capability to HRSA for consideration. All responses must be received by 10:00 a.m. EST on February 10, 2017.
