- Aerial photo Environmental Requirements Site Info Task Frequency Chart Statement of Work Request for Quotes; Custodial Service, Colville, WA. The United States Border Patrol is seeking quotes from interested parties to provide custodial services, grounds maintenance, snow removal and pest control services for the Border Patrol facility at: 200 Buena Vista Drive, Colville, WA 99114. Dates will be from April 1, 2017 to March 31, 2018 with possible separate year options to extend from April 1, 2018 to March 31, 2022. This will be a firm fixed price contract for the entire life of this contract. Quotes must be received at 10710 N. Newport Hwy, Spokane, WA. 99218, No Later Than noon March 1, 2017, 2012. Quotes will be accepted by mail, delivery service, or fax. Fax#: 509-353-2736. Fax quotes are not a guaranteed method of delivery. Contract will be for cleaning and maintenance of the areas from 8am-5pm weekdays and as required for snow removal. Your quote must be for the work described on the enclosed Statement of Work, and Task, Frequency Chart and other documents. Your response will only have to state your fee for the described work, and a response to the "other factors" listed below. Your bid/quote must consider Service Contract Act wages for employees (examples: janitor, laborer-grounds maintenance). Those positions not covered by the Service Contract Act must be paid the Federal Contract minimum wage which is currently $10.20 per hour (effective Jan 1, 2017). For Washington State the new minimum wage is $11.00 per hour. Executive Order 13706 "Establishing Paid Sick Leave for Federal Contractors", effective Jan 1, 2017, requires that workers accrue at least one hour of sick leave for every 30 hours worked. Federal holidays will be observed and workers paid for those holidays. The quotes will be rated on several factors and scored on a Go/NoGo basis. Price is not the sole determination factor. Other factors will be: past performance; equipment; experience in performing this same type or similar work; quality assurance plan; reliability. You must address the above factors with your bid package. The final determination will be based on the contracting officer's determination of "best value" for the government. Special consideration will be made for businesses that are registered with the U.S. Small Business Administration as: disabled veteran, HUB Zone, 8a, etc. Quote must list the following pricing as separate items: Monthly custodial fee; monthly ground maintenance fee (March thru Nov); snow removal fees. Snow removal fee must be based on three (3) types of work and paid at an hourly rate for each level. Level 1: Normal snow removal (shoveling/snow blowing); Level 2: snow plowing by a pick-up type truck or tractor for the parking type areas. Level 3: removal or snow from the facility with heavy equipment. Example: front end loader and dump truck. Pest control fee (quarterly fee). Vendors must be able to provide information, with their bid/quote, that shows they will have employees that can respond within 1 hour to perform "on call" urgent type work and snow removal. A site visit of the facility will be Thursday Feb 16, 2017 at 10am local time. It is imperative that all vendors attend the site visit. Vendors not attending the site visit may have their bid held in lower esteem due to their lack of familiarity with the area, site conditions and requirements. Selection should be made by March 7, 2017. Non-selection announcements will not be made. A non-selection briefing may be requested, if request is received by this office by 3pm PST, March 10, 2017. Request may be verbal or written. Debriefing will be verbal ONLY The winning bidder will be required to have: Federal Tax ID number, obtain a Dunn and Bradstreet number, and register in the government's System for Award Management (SAM.gov), invoices must be processed thru IPP.gov (Dept. of the Treasury's Invoice Processing Platform.. A local business license may also be required if the local city or county requires one. Direct/electronic deposit of your payments will be required. The winning bidder and all employees must prove they are legal residents of the United States and are subject to a criminal history, background investigation and will be fingerprinted. ALL of this will only be required IF YOU ARE AWARDED THE CONTRACT. This info for the investigations must be provided with-in 5 days of notice of award and investigations must be processed and the employee(s) must pass our criteria before any employee is allowed on the facility.
