This is a Request for Information Only; it is not a request for quotations or offers. This procurement requirement is to determine whether any small business can provide can provide these services listed below: Network-9 Contracting Office on the behalf of the James H. Quillen VA Medical Center, Corner of Lamont & Veterans Way, Mountain Home, Tennessee, has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Mountain Home area. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government s acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and Mountain Home VA Medical Center are conducting market research for a Contractor to Laser Equipment & Services for the Department of Veterans Affairs (VA) at the Mountain Home VA Medical Center, Corner of Lamont & Veterans Way, Mountain Home, TN. 37684. Please review the draft Performance Work Statement (PWS) provided below before responding to the market research questions as the Government desires that respondents offer their experience and recommendations on the following questions and issues related to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein. Performance Work Statement: SCOPE. The contractor shall provide valet parking services at the James H. Quillen Veterans Affairs Medical Center (JHQVAMC), Dogwood Avenue, building 69, Mountain Home, Tennessee 37684 to Veteran patients. The intent is to provide Veteran patients a free parking venue to help improve outpatient satisfaction, eliminate late arrival to appointments and to reduce the no show rate. Further, the intent is to ensure Veteran patients are cordially greeted and turn their vehicles over for professional courteous parking by the valet parking contractor staff. STAFFING. The valet parking contractor shall staff the valet parking operation with a site supervisor, two (2) greeters and with approximately six (6) parking attendants to ensure site operations run efficiently and safely. All valet parking employees shall maintain a valid Tennessee driver license and will greet Veteran patients courteously and manage Veteran s vehicles professionally. The site supervisor shall ensure the proper number of staff are on duty daily, employees report to work on time, are neat and clean, dressed in the designated uniform, maintain prescribed competences, provide reports to the COR, and perform their responsibilities according to standard operating procedures. The supervisor or greeter shall be on site 100% of the time. The site supervisor shall supervise valet parking operations and the greeters shall support and back up the site supervisor. The valet parking staff will not be confrontational with Veteran patients or JHQVAMC staff and should an event occur the valet parking staff shall call the COR or the assistant COR for immediate assistance. The valet parking contractor staff shall not accept tips, gifts or other gratuity form Veteran patients or JHQVAMC staff and shall receive all compensation from the valet parking contractor. FACILITIES. The Government will provide a valet parking booth and covered walkway, telephone (only local calls are authorized), a gated 120 vehicle parking lot, 19 overflow parking spaces, keys/controllers for the valet parking booth and parking lot gate, wheel chairs, and signage. The government is responsible to maintain this equipment. The valet parking contractor shall provide uniforms for all employees, large umbrellas for employees to assist Veteran patients from their vehicles in the rain, key tags, vehicle key lock box, key tag dispenser, and all other equipment required to successfully complete the contract.
