Description
The Orlando VA Medical Center, Orlando Florida has a requirement for Project 675-12-101 to Install Standby Generator at Viera per the drawings and specifications provided in the future solicitation. THIS SOLICITATION IS A 100% TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB). PROPOSALS WILL ONLY BE CONSIDERED FROM SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES THAT ARE VERIFIED IN VETBIZ AT THE TIME OF SUBMISSION OF PROPOSAL AND DATE OF AWARD in accordance with Public Law 109-461. This acquisition will be conducted under FAR Part 15, Lowest Price Technically Acceptable (LPTA) source selection process as a competitive Request for Proposal (RFP). Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The NAICS code is 238990/size standard is $15 million. Magnitude of Construction Cost range is between $2,000,000 and $5,000,000. Project Overview: This project will place the existing building, Area F, and the Chiller Plant equipment on emergency power. This will be achieved by installing two new diesel fuel generators in a weather-proof, sound-attenuated, walk-in enclosure, additional automatic transfer switches in existing electrical rooms, and new Paralleling Switchgear in a separate weather-proof walk-in enclosure. The construction shall be in accordance with the 100% design drawings and specifications for this project. Specific Project Requirements: Electrical Contractor shall provide and install two new 1.5MW, 277/480V, 3 phase EPA Tier 2 certified diesel fuel generators. Contractor shall provide and install Paralleling Switchgear in walk-in enclosure. Enclosure to come equipped with lights, switches, convenience receptacle, fire alarm device, room conditioning and electrical panel. All devices are pre-wired with enclosure. Contractor shall provide and install sound attenuated enclosure with light package, GFCI receptacles, step-down transformer with a 100 amp Distribution Panel. Contractor shall provide and install a UL142 listed, dual wall, sub base tank, with 48 hours of fuel capacity at full load. Contractor shall provide and install an Open Transition/By-Pass Isolation Automatic Transfer Switches as indicated on One-Line diagram (emergency systems and F-Wing Normal power system). A non-bypass isolation automatic transfer switch shall be provided and installed for the main building normal power system due to space constraints adjacent to the existing main switchboard. Contractor shall construct generator system components, supporting equipment and infrastructure as required by the 100% design drawings. Contractor shall provide all certifications and load testing documentation prior to acceptance. Contractor shall prepare and submit all necessary documentation to inform EPA, city, or county of any changes or additions to the onsite fuel storage associated with this construction. Contractor shall conduct all power outages during non-operating hours. The scheduled times and durations of electrical outages to accomplish work shall not impact operations of the Viera clinic. Contractor shall remove and dispose of existing generator. Architectural Contractor shall provide and install chain link fence system as required in design drawings General Requirements: Provide all labor, materials, tools and equipment as necessary to construct the project described below and other specific tasks as further defined by this RFP. All proposals are to provide construction services for this project. The contractor shall be a State of Florida Certified/licensed General Contractor. The construction shall be in accordance with the 100% design drawings and specifications for this project. Proposal Deducts Proposal-Deducts shall be incorporated into this project for options of portions of the work to be executed. Deduct # 1: Delete removal of existing generator and louver in screen wall. Existing feeder conductors, control wiring and all exposed interior and exterior conduits shall be removed. Deduct # 2: Delete all work related to F-Wing new emergency power except work related to existing ATS-LS Deduct # 3: Delete generator paralleling switchgear. Generator no. 1 shall serve new and existing transfer switches in main building. Generator no. 2 shall serve chiller plant and transfer switches in F-wing. Deduct # 4: Delete generator paralleling switchgear. Generator no. 1 shall serve new and existing transfer switches in main building. Generator no. 2 shall serve chiller plant only. Delete all work related to transfer switches on F-Wing. Solicitation VA248-17-R-0063 will be posted to the Federal Business Opportunities (FBO) website on or about 03/01/2017. All solicitation packages and amendments must be accessed on line. No Telephone requests will be accepted. Complete electronic solicitation with forms and specifications for submitting a response and to register your name on the bidder s mailing list may be obtained at the following website: www.fbo.gov. All amendments issued to this solicitation will also be available at this website and will not be mailed. Offerors are advised that they are responsible for obtaining amendments. A ONE-TIME organized pre-proposal site visit will be held and the date and time will be announced in the solicitation when it is posted to FBO. No prior information is available until the date of issue. All respondents are required to be registered and verified at www.vip.vetbiz.gov and must be registered at www.SAM.gov with complete online Reps and Certs. Vets 100 Registration is also required.
