Description
Naval Facilities Engineering Command Atlantic (NAVFAC LANT) intends to issue a request for proposal for a Design-Bid-Build, Firm Fixed Price contract for construction of a Weapons Storage Facility, Camp Darby, Livorno, Italy. This will be a full and open competitive procurement. The scope of work consists of the following: The project consists of the construction to relocate the ammunition handling railhead to the Ammunition Storage Area (ASA). Work includes a new rail line from the Italian State Railroad mainline through the Leghorn Training Area to the ASA railhead, including right of way, exchange delivery, exchange storage, railhead delivery, support maneuvering, dock, storage track and improvements to the Italian Railway System to accommodate tie-in of the Camp Darby Railtrack. A new rail movable (swing) steel truss type bridge, rail fixed concrete bridge, dock and railhead railcar pad areas, loading/unloading pad area, associated roads, and blast containment walls/berms are also required. Additional requirements include a control booth, relocating high voltage overhead power lines, relocating fences with new gates and all utilities, communications, site preparation, lightning protection systems, area lighting, fire protection and environmental mitigation; partial demolition of the existing dock concrete crane pads and fenders; installing a pile-supported concrete Dock craneway, fender system and mooring bollards; constructing a concrete roadway; and moving/enlarging a security fence gate opening, installing lightning protection system, phone, internet service, and fire hydrant system. All construction must meet USAF and DoD standards and Italian laws and norms. Facilities will be constructed as permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements, (UFC) 4-151-10, and General Criteria for Waterfront Construction. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. Sustainable principles, to include life-cycle cost-effective practices and Low Impact Development (LID), will be integrated into the design, development and construction of the project in accordance with UFC 3-210-10 Low Impact Development, as applicable. The project site is located on Camp Darby, Livorno, Italy. The period of performance is approximately 1000 days after notice to proceed. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The statutory cost limitation is $37,788,000. This contract will require a Performance Guarantee pursuant to NFAS 5252.228-9306, in the amount of 8% of the contract price. In lieu of a performance guarantee, Offerors may submit a Performance Bond in the amount of 10% of the contract price in accordance with NFAS 5252.228-9306. The Request for Proposals (RFP) will be available for viewing and downloading on or about 5 March 2017. The proposal due date will be on or about 15 May 2017, 2:00 p.m. EST North America. The solicitation will be formatted as an RFP in accordance with the requirements designated by Federal Acquisition Regulation (FAR) 15.203 for a negotiated procurement utilizing procedures of FAR 36.2. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. The technical evaluation factors are anticipated to be as follows: Corporate Experience, Safety, and Past Performance. *A site visit to Camp Darby, Livorno, Italy will be available for this procurement. It is recommended that interested parties make prearrangements for travel, base access and any other necessary requirements for overseas travel (if applicable), as the solicitation will be limited to 45 days. The Government intends on issuing the RFP Solicitation through the internet at www.fbo.gov. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holder s list off the Internet, if necessary. The official plan holder s list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offeror s responsibility to check the website periodically for any amendments to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. The SAM website can be accessed at www.sam.gov.
