(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (FEB 2015) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Gerber Scientific, Inc., 24 Industrial Park Rd W Tolland, CT, 06084-2806. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (End of clause) (ii) The solicitation number is W911Q-17-T-0013. This acquisition is issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 13 January 2017. (iv) The associated NAICS code is 811212. The small business size standard is $27.5 million. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 The Contractor shall provide Maintenance for three (3) Cutting Tables for a period of one (1) Year in accordance with the Performance Work Statement (PWS), Qty (1), Job CLIN 0002 OPTION The Contractor shall provide Maintenance for three (3) Cutting Tables for a period of one (1) Year in accordance with the Performance Work Statement (PWS), Qty (1), Job CLIN 0003 OPTION The Contractor shall provide Maintenance for three (3) Cutting Tables for a period of one (1) Year in accordance with the Performance Work Statement (PWS), Qty (1), Job CLIN 0004 Contractor Manpower Reporting (vi) Description of requirements: Performance Work Statement C.1 Background The Weapons and Materials Research Directorate (WMRD) of the United States (US) Army Research Laboratory (ARL) owns three (3) cutting tables that require regular maintenance and software updates from the Original Equipment Manufacturer (OEM), Gerber Scientific Inc. The aforementioned maintenance and updates are required to maintain the existing Government owned cutting tables in a fully operational status per OEM specifications. C.2 Objective The objective of this contract is to procure preventative maintenance services in accordance with Section C.3 Requirements below that include software updates as they become available for distribution for the following Government-owned Gerber Scientific Inc. cutting tables located in Lab 1006, Building 4600. 4600 Deer Creek Loop at the ARL Aberdeen Proving Ground APG, MD: Model:Equipment Number:Serial Number (SN): 10142957DCS25001009 10192098DCS25002248 10382539DCS15004119 C.3 Requirement C.3.1 The Contractor shall provide all On-Site Labor for Preventative Maintenance during normal business hours, 8:00 A.M. through 5:00 P.M., Monday through Friday, excluding weekends and Federal holidays. C.3.1.1 The Contractor shall provide a response time within 24-48 hours, within the restrictions of C.3.1. C.3.2 The Contractor shall provide all covered spares and shipping of these spares to the Government facility; any required returns are not included in this contract C.3.3 The Contractor shall provide two (2) Preventative Maintenance Visits (PM's) per contract year. These PM visits shall be coordinated between the Technical Point of Contact (TPOC) and Service Manager/Field Technician. This shall occur at the TPOC's discretion. C.3.4 Consumable parts are not covered under this contract (pen, mouse, ink, paper, surface, knife and certain wear items). C.3.6 The Contractor shall include all software, hardware and operational telephone support from 8:00 A.M. to 7:00 P.M. Eastern Standard Time (EST), Monday through Friday. C.3.7 The Contractor shall include all of Gerber Scientific's software updates relevant to the equipment listed in C.2 during the Period of Performance (PoP) as specified in the contract. C.4 Anti-Terrorism/Operational Security (AT/OPSEC): C.4.1 Access and general protection/security policy and procedures. This standard language is for Contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. C.4.2 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. C.5 Distribution Statement C.5.1 Distribution Statement for PWS: Distribution Statement A: Approved for public release; distribution is unlimited (14 December 2016). (vii) Delivery shall be made to Aberdeen Proving Ground, MD. Acceptance shall be performed at Aberdeen Proving Ground, MD. The FOB point is Aberdeen Proving Ground, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None.
