- Performance Work Statement (PWS) document Sources Sought document The U.S. Army Corps of Engineers - Engineering and Support Center is conducting market research to identify qualified sources currently operating within the Federal Republic of Germany capable and interested in providing Information Technology Relocation and Installation Services within the U.S. Army Garrison (USAG) Rheinland-Pfalz. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT." Description of Services Required: The U.S. Army Medical Materiel Center Europe (USAMMCE) is currently located on Husterhoeh Kaserne (Husterhoeh) in Pirmasens, Germany. The USAMMCE organization is to be transitioned to Kleber Kaserne (Kleber) and the Kaiserslautern Army Depot (KAD), approximately 60 km away, during the time period of April 2017 through September 2017. USAMMCE currently occupies 27 buildings, totaling approximately 555,600 gross square feet (GSF)/ 51,623 meters squared (m²) on the Husterhoeh. The activities will be consolidated into nine newly renovated buildings totaling approximately 293,000 GSF/27,221 m². The requirement is to outfit the nine new buildings with new and existing Information Technology infrastructure, while simultaneously continuing operations at Husterhoeh with minimal operational disruptions as possible. At present, the USAMMCE Local Area Network services approximately 320 users at Husterhoeh. The contractor will be required to work in several installations in the Kaiserslautern area relocating USAMMCE IT Equipment from Husterhoeh Kaserne in Pirmasens to the final destination in new buildings located on Kleber Kaserne and KAD in Kaiserslautern. This relocation effort will be included in the Transition Planning Documents and Movement Schedules identified in the Integrated Master Schedule (IMS) and it will be developed and provided by the Initial Outfitting contractor. The scope of work contemplated is IT hardware uninstallation, installation and configuration services. Services include the disconnection and installation of hardware consisting of end user devices, Video Teleconferencing (VTC) equipment, Audio Visual (AV) equipment, Voice Over Internet Protocol (VOIP) hardware and wireless network hardware. The effort includes the disconnection, installation, and configuration of all hardware identified and ensure network connectivity, integration, and operation. Configuration of the VTC systems, Wireless Access Points, and VoIP requires system administration rights and is subject to personnel requirements of DoDD 8570 for privileged level access. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement. A firm, fixed price (FFP) contract with an ODC CLIN for incidental supplies is anticipated. If your organization has the potential capability to perform these contract services, please provide the following information to the Point of Contact (POC) no later than 8 February 2017. 1) Organization name, address, email address, Web site address, telephone number; and CAGE code. 2) A brief capability statement addressing your firms' ability and history performing this type of work in the Federal Republic of Germany. 3) Describe subcontracting or teaming anticipated in order to deliver the technical capability. 4) Will your firm be interested and available in attending a site visit in late February? Does your representative(s) have base access or require an escort? If escort is required, submit the names and contact information of the attendees. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the POC Contract Specialist, Joey Hobbs, and Contracting Officer Margaret Maine, in either Microsoft Word or Portable Document Format (PDF), via email to Joey.D.Hobbs@usace.army.mil and Margaret.C.Maine@usace.army.mil.
