- This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. The NAVSUP Fleet Logistics Center (FLC) Jacksonville, FL is conducting market research of industry to identify if there are alternate options to meet United States Navy needs for the Establishment Phase of an organic Intermediate-level maintenance repair capability for the Ice and Rain Protection System components currently used in the P-8A Poseidon Multi-mission Maritime Aircraft (MMA). During the Establishment Phase, the contractor will design, integrate, manufacture, test, deliver, install test equipment, provide engineering, technical, and logistical support, training, associated technical data, training documents, and provisioning data for the standup of organic Intermediate Level maintenance capability to support the Ice and Rain Protection System at Fleet Readiness Southeast (FRCSE), Jacksonville, FL. The Government anticipates issuing a single award, Firm-Fixed price contract for the entire requirement on or about September 2017. The appropriate NAICS Code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, which has a size standard of 750 employees. At this time, pending market research results, FLC Jacksonville intends to negotiate on a non-competitive basis with Cox and Company of Plainview, NY. Cox and Company is the developer and only manufacturer of the Ice and Rain Protection System components for use on the P-8A Poseidon MMA and the only source capable of meeting the Governments requirements to analyze and establish an organic intermediate level maintenance repair capability. The information collected in response to this survey will be used to determine market conditions and the availability of other potential small businesses capable of meeting the Government requirements. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this Sources Sought, and the Government will not compensate the respondent for any cost incurred in developing the response to this Sources Sought. Respondents are notified that a formal solicitation may not necessarily result from this Sources Sought. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is a Sources Sought, not an RFP. Not responding to this Sources Sought does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this Sources Sought to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. It is requested that interested small businesses submit to the Contracting Office a brief capabilities package demonstrating ability to complete the requested work. This document shall address, as a minimum the following: (1) Company profile to include number of employees, office location(s), DUNS number,CAGE code and a statement regarding small business designation and status; (2) Partnership agreements with any large businesses. Proprietary information,if any,should be minimized and MUST BE CLEARLY MARKED. (3) A list of all current GSA/VA scheduled contracts(if applicable) To aid the Government, please segregate proprietary information. Please be advised that all submissions will NOT be returned. All interested parties should send company and descriptive literature on currently available products that meet the Navys requirements, described above. With the response, include a point of contact, phone number, e-mail address, website information, DUNS Number, CAGE Code, and Business Size Status for the North American Industry Classification System (NAICS)code of this Sources Sought. Any responses in reference to this Sources Sought shall be submitted electronically to Contract Specialist, Kenneth Brown,with the subject line:P-8A Ice and Rain Protection System. All responses shall be received no later than 3:00 PM EST, February 13,2017. Fax submissions of the capabilities WILL NOT be accepted. Submission of a capabilities statement is not a prerequisite to any potential future offering,but participation will assist the Government as to the extent of companies available for this procurement.
