- The US Special Operations Command (USSOCOM) Directorate of Procurement has a requirement for 100 commercial quadcopter systems, with an Option to purchase up to an additional 300 systems. The primary performance requirements of the quadcopters are as follows: •Video/Datalink Range of at least 600 m •Endurance of at least 20 minutes with payload •The ability to autonomously execute pre-planned routes in 3-D space •An electro-optical camera with recording of full motion video •The ability to view full motion video in near real time, from a ground station and/or controller, and also record video •Operate at an altitude range from 0-3000 m mean sea-level •Operate at temperatures from 0 degrees Celsius to 38 degrees Celsius •All but one of the lights blacked out The systems shall be packaged and delivered within 45 days after contract award to: 5749 Briar Hill Rd Bldg. # 102 Shipping DoDAAC: H92323 ATTN: Stacy Vega/ 859-566-5077 Lexington, KY 40516 This acquisition will utilize a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this effort is 336411; the small business size standard is 1,500 employees. The Government intends to award a single contract utilizing Firm Fixed Price (FFP) Contract Line Items (CLINs). The Request for Proposal (RFP) will be issued under this synopsis and is scheduled for release in February 2016. Proposals shall be prepared in accordance with the mandatory, explicit, and detailed instructions contained in the RFP. Proposals will be evaluated and award made in accordance with the evaluation criteria in the RFP. Offerors must be registered in the System For Award Management (SAM) to be eligible for award. Information on SAM may be obtained at http://www.sam.gov. This synopsis shall not be construed as a RFP or an obligation on the part of the Government.
