SOLICITATION The United States Department of Homeland Security (DHS) Office of Procurement Operations (OPO), on behalf of the DHS Directorate of Science and Technology (S&T) Plum Island Animal Disease Center (PIADC), is contemplating the award of a Firm Fixed Price (FFP) contract resulting from this Request for Quotes (RFQ) for the installation and commissioning of a Baker Class III Biological Safety Cabinet (referred to as a "glovebox") in laboratory space at PIADC. These services, considered to be a commercial item, fall under the North American Industry Classification System (NAICS) code 236220 for Commercial and Institutional Building Construction, however, other similar NAICS codes may be considered. This solicitation has been prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5, Simplified Procedures for Certain Commercial Items, and the format in FAR Subpart 12.6, Streamlined Solicitation for Commercial Items. This will be a Total Small Business Set-Aside. The evaluation of quotes will be conducted using the best value tradeoff process. DESCRIPTION OF THE REQUIREMENT The overall objective of this project is to install and commission a new Baker Class III cabinet in an existing laboratory space. This included having this Baker Class III cabinet verified as fully functional by a commissioning agent hired by the contractor and approved by the Government. This project also requires that the contractor remodel the working space and some support utilities, for instance electricity, potable water, and drains. As part of installation, commissioning, and remodeling, a commissioning agent mentioned above shall verify that the glovebox functions properly and all Heating, Ventilation, and Air Conditioning (HVAC) and other systems are able to maintain a negative pressure (relative to adjacent spaces) for the workspace in all normal and transient modes of operation. The contractor shall manage all aspects of this work in conjunction with and with the approval of DHS Contracting and Engineering. In addition to the remodeling required for the glovebox, alternate office space is required to be furnished for the PIADC Operations and Maintenance (O&M) contractor to use for biological validation support activities. This space is required to accommodate existing support functions displaced by the repurposing of two rooms in the laboratory space. This space shall consist of at least 480 square feet of office/laboratory space for processing of biological indicators, instrument storage and calibration staging and misc. office space. This space shall connect to the site communications and power systems. No plumbing is required. Power and connectivity needs are for telephones, computer work stations and sufficient power for lighting, HVAC, and laboratory support operations. Engineering drawings for this remodeling work and infrastructure upgrades will be included as attachments to the pending solicitation. The solicitation's Description of the Requirement will consist of three (3) Contract Line Items Numbers (CLINs): CLIN 0001: Supplemental Work Space (see Section 01 Description of Requirement) on a FFP basis. PSC: 5410, Prefabricated and Portable Buildings. CLIN 0002: Installation of the Biosafety Cabinet (see Section 01 Description of Requirement) on a FFP basis. PSC: N066, Installation of Equipment - Instruments and Laboratory Equipment. CLIN 0003: Commissioning of the Biosafety Cabinet (see Section 01 Description of Requirement) on a FFP basis. PSC: H966, Other Quality Control, Testing, and Inspection Services - Instruments and Laboratory Equipment. Information regarding wage determinations for New York State Suffolk County, where this work shall be performed, can be found at https://www.wdol.gov. SITE VISIT A mandatory site visit of Plum Island will be held for prospective offerors on Monday, February 6th, 2017. An exemption for this mandatory site visit may be granted if a prospective offeror had already participated in the site visit and Request for Information (RFI) conducted at Plum Island on December 13th, 2016. In the event of inclement weather, the alternate date for the site visit will be Tuesday, February 7th, 2017. The following information from prospective offerors who plan to participate in the site visit must be submitted via e-mail to Contract Specialist Mr. Robert Marosz at Robert.Marosz@st.dhs.gov on or before 5:00 p.m. Eastern Time (ET) on Thursday, February 2nd, 2017: •Full name; •Citizenship (Note: U.S. Citizenship is mandatory for this site visit); •Country of origin (Note: U.S. Citizenship is mandatory for this site visit); •Choice of location from which the individual will be traveling to Plum Island (either Orient Point, NY or Old Saybrook, CT); •Company name and address; and •Work telephone number(s) and e-mail address. In addition and separate from the submission above, representatives from prospective offerors planning to participate in the site visit must follow the instructions below: •Complete the National Crime Information Center (NCIC) Form (attached). All individuals planning on participating in the site visit must pass an NCIC background check. All information must be entered onto the NCIC Form. One form can be filled out for all personnel from one company. (Note: The NCIC process requires Personally Identifiable Information (PII). •E-mail the completed form back to PlumIslandSecurity@st.dhs.gov ONLY on or before 5:00 p.m. ET on Thursday, February 2nd, 2017 (DO NOT address or copy this information to Robert Marosz). No more than two (2) participants, pending individual security/background checks, per prospective offeror/company will be allowed. After the release of the solicitation, quotes will be expected via e-mail to Mr. Marosz no later than 11:00 a.m. ET on Tuesday, February 21st, 2017. Any questions and/or comments should be submitted in writing via e-mail to Mr. Marosz on or before 10:00 a.m. ET on Wednesday, February 8th, 2017. NOTE This solicitation HSHQPD-17-Q-00003 is a follow up to the "Presolicitation Notice for the Installation and Commissioning of a Baker Class III Biological Safety Cabinet at the United States Department of Homeland Security Plum Island Animal Disease Center (previously posted under solicitation number HSHQPD-17-R-00001)" that was posted on January 27th, 2017, which was a follow up to the the "Request for Information and Invitation (RFI) to a Site Visit to the United States Department of Homeland Security Plum Island Animal Disease Center for the Installation and Commissioning of a Baker Class III Biological Safety Cabinet" that took place on December 13th, 2016 and was posted on FedBizOpps under solicitation number HSHQPD-17-R-00001.
