- Sole Source Justification This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a synopsis for noncommercial services prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under the authority of FAR 6.302. The North American Industrial Classification System (NAICS) Code is 541330 with a Small Business Size Standard of $38.5 million, as concurred with by the NUWCDIVNPT Office of Small Business Program. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order to Raytheon Company for engineering support services for the Test, Inspection and Evaluation (TI&E) of SubHDR sub-components, commonly known as Lowest Level Repairable (LRU's), which comprise of the SubHDR Communication System. More specifically, TI&Es are required to be performed on seven (7) High Volt Power Supply (P/N G772262-1) (CLIN 0001), ten (10) Inverter Assemblies (P/N G772272-1/2) (CLIN 0002), and nine (9) Electronic Modules (P/N G608309-1/3) (CLIN 0003). Raytheon Company is the only known source capable of performing the TI&Es as they are the original manufacturer of the parts. Raytheon specified parts are a proprietary item of Raytheon Corporation. A second source would have to develop their own form fit function replacement parts which would result in additional costs and unacceptable schedule impacts to the Government. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete product information and prices (to include labor categories and hours proposed, and any material or other direct costs). The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The anticipated posting date of solicitation N66604-17-Q-1154 is on or about 21 February 2017. The closing date for receipt of quotes will be established in the RFQ.
