Description

This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential Large and Small Businesses, including Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Own Small Business (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 336112 (Light Truck and Utility Vehicle Manufacturing). A wheelchair-accessibility conversion of the 2016 Dodge Grand Caravan SXT for driver rehabilitation is known to meet the Government s needs. Must have power kneeling system. Must have a power sliding side door. Driver Rehabilitation Student to enter from the passenger-side of the vehicle where the sliding door is positioned to accommodate entry for wider power wheelchairs and scooters. This is also beneficial for American with Disabilities Act-designed parking spaces. Must have a power ramp that is able to fit through sliding side door. Ramp must have a minimum width of 29 to accommodate a variety of power wheelchair and scooter widths. Must have wheelchair-compatible flooring. Must have removable 6-way Power Transfer seat on the driver s side. Must have a complete set of mechanical hand controls with quick-release to allow the Driver Rehabilitation Specialist to safely install or remove hand controls without the need for specialized tools. Must have functional operation of basic hand controls which are to be mountable to the left and right sides of the steering column: Left side, mounted: Push/Right Push/Pull Push/Twist Push/Rock Right side, mounted: Push/Right Must include spinner knob with at least three alternative docking points (i.e., 2-o clock, 5-o clock, 10-o clock steering wheel positions) for primary vehicle control. Must have variable effort steering capabilities (i.e., Factory, 50%, 0%) to allow the Driver Rehabilitation Specialist to instantly modify the amount of pressure needed to turn the steering wheel when operated by the patient. Instructor/front passenger side of vehicle must contain: Instructor safety controls, gas and brake at a minimum. Fuel cutoff. LED light indicator for gas and brake application by patient. Instructor rear-view mirror. Dealer must be a member of the National Mobility Equipment Dealers Association (NMEDA) and maintain Quality Assurance Program (QAP) certifications. Acceptance of currently-owned Driver Rehabilitation Van (1997 Ford E150) trade-in preferred. Interested Large and Small Businesses, including VOSBs and SDVOSBs, are required to submit an e-mail delineating: Qualifications, capabilities, and experience for providing this product; Business size/Socioeconomic status; and If the product is on the Federal Supply Schedule or the Open Market This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for consideration. The applicable North American Industry Classification System (NAICS) Code for this requirement is 336112 and the small business size standard is 1,500 employees. Responses due are to be submitted by e-mail to Jim Hedman at james.hedman2@va.gov. The information requested must be received no later than 09:00 a.m. Central Standard Time on Tuesday, February 7th, 2016.
