- Performance Work Statement Sources Sought Synopsis FlexTrain Instrumentation and Communication Support Services for the Network Integration Evaluation Fort Bliss, TX/Fort Campbell, KY/White Sands Missile Range THIS IS A Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for FlexTrain Instrumentation and Communication Support Services on a SOLE SOURCE bases, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. The Army requests information in regards to which firms would be interested in competing for these services and input on possible solutions or ways to overcome barriers to competition that may exist. If there are no interested parties other than the incumbent, the Army will seek to procure the services through a sole source vehicle. We request a business case package in which a convincing argument is made as to your willingness to compete for the requirement, your capability to provide the services, and the feasibility to the U.S. Army as to any recommendations that you make to enhance the competitive nature of this action. The proposed sole source Firm Fixed Price contract to Ravenswood Solutions, (a wholly subsidiary of SRI International) for FlexTrain Instrumentation and Communication Support Services. The statutory authority for the sole source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The draft Performance Work Statement is attached and includes the Performance Requirement Summary. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The designated NAICS code is 541519, Other Computer Related Services with a business size of $27.5 million. In response to this sources sought, please provide: 1. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-2269, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 2. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 3. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 4. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 5. Information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 6. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. 7. Recommendations to improve the Army's approach/specifications/draft PWS/PRS to acquiring the identified items/services. This requirement is for FlexTrain Instrumentation and Communication Support Services. The NIE comprise a series of training exercises in a multi-service environment including modeling & simulation designed to evaluate the adequacy of current training doctrine and the needs of the force of the future. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform FlexTrain instrumentation and communication support services to the Brigade Modernization Command (BMC) as defined in this Performance Work Statement (PWS). This effort shall provide for a realistic combat training environment by simulating real time position locations for participants and vehicles involved in the exercise. It's also required to provide communications and personnel tracking, as well as the associated logistical planning and integration of the associated Multiple Integrated Laser Engagement System (MILES) system to capture real time personnel tracking and exercise data collection and analysis, and allow for adjudication through MILES from remote locations to include White Sands Missile Range. The successful execution of the annual NIE exercise requires utilization of identical tracking systems to ensure congruity and uniformity of the real time tracking/analysis of the exercise personnel, training of users, as well as consistency in the data/analysis gathered and evaluated in the After Action Reports. The FlexTrain system is the system of record utilized in multiagency/multiservice training exercise events that possess the required technical specifications inclusive of 2D/3D modeling, audio/video tracking, and required integration with the MILES system. In addition, incidental products/components are required as part of this FlexTrain requirement and comprise instrumentation that form an indispensable part of the eXportable Combat Training Command (XCTC) training, which is capable of tracking an average of three thousand soldiers per exercise. The components required may also include the First Responder Enhanced Dismount Instrumentation 2nd version (FREDI-2s), and the cases required to transport the FREDI-2s to and from training exercises, as well as the network infrastructure to ensure they will work properly. The FREDI-2 is a vital part of the XCTC training program as they are the units that track each soldier's individual movements and allow the commanders to see what is going on during the training in real time. As the design agent and manufacturer of the FlexTrain system, only SRI possesses the requisite technical knowledge, maintenance, logistics planning, and calibration support for the FlexTrain system as well as these support elements for the MILES system. The following items are minimally required to meet the Government needs: Item Description/Quantity Electronic Data Interchange (EDI) / 1725 Battery, EDI (2 per, 2 sets) / 6900 Interface Cable (EDI to IMILES IWS) / 1725 FREDI-2s / 1725 Battery, FREDI-2s (1 per, 2 sets) / 3450 Interface Cable (FREDI-2 to IMILES IWS) / 1725 Battery Service Center Mobile Relay Tower / 13 Communications Electronics Package (CEP) / 13 Responses are limited to twenty-five (25) pages. The designated NAICS code is 541519, Other Computer Related Services with a business size of $27.5 million. It is required that all contractors doing business with the Government be registered with the System for Award Management (SAM) at website: https://www.sam.gov. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), revenue for last three years, number of employees, information on company's ability to sustain growth (including any lines of credit), relevant past performance on same/similar work for not more than three years and your company's capability and capacity to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for this Government to determine that you company possesses the necessary function area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
