Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), has a requirement for a study titled "Internal Cladding on Steel Tubulars". This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. This is not a small business set-aside. The solicitation number is E17PS00038 and the solicitation will be issued as a Request for Proposal (RFP). The Government anticipates awarding a Firm-Fixed-Price type contract as a result of this solicitation. The period of performance is anticipated to be 12 months from date of award. The North American Industrial Classification Systems (NAICS) code is 541330, Engineering Consulting Services with a small business size standard of $15.0 million. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. BSEE is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of, offshore facilities engaged in oil and gas exploration, development and production operations on the Outer Continental Shelf (OCS). The objective of this study is to test, evaluate, and model the fatigue and stress corrosion cracking performance (fatigue / fracture behavior) of nickel-based clad materials in representative HPHT conditions with a focus on new corrosion resistant alloys (CRA) that are not commonly used today in the oil and gas field, but have potential application in future offshore operations. This study will conduct a review of current clad / substrate alloys widely used today and those that are being considered for future applications. The study will provide an understanding of the materials, combinations, applications, and any applicable design criteria for their use in oil and gas field. The study will also assess current industry standards, practices, guidelines, and/or regulations (U.S. and global) related to clad materials selection and testing. Understanding the fatigue and fracture behavior of clad/substrate materials will provide BSEE the necessary information when reviewing drilling permits / Deep Water Operations Plan (DWOP), and provide the agency with the capability and assurance to safely protect the environment, and conserve offshore resources.
