Description
SAM.gov Registration Guide for Foreign Vendors Vendor Questions and Answers Note to Offeror - Statement of Work -Delivery Schedule SF-1449_Solicitation Clauses and Provisions Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Federal Acquisition Regulation (FAR) Subpart 13.5 authorizes the use of simplified procedures for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. This combined synopsis/solicitation will result in one, fixed-priced contact for the required services not-to-exceed 12 months. (ii) The reference number is __AG-6395-S-17-0068__ and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.acquisition.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) It is anticipated that one contract will be awarded. This is a full and open procurement. The associated NAICS code for this effort is __488510__ and small business size standard is _$15.0 million_. (v) This requirement consists of _5__ contract line items for cargo transportation by air based on locations listed in the Statement of Work (SOW)/Specifications. The Note to Offeror with the attached SOW/Specifications is provided in Addendum I to this combined synopsis/solicitation. The offeror shall return a completed copy of the Note to Offeror and listed items with its quotation. (vi) Delivery and acceptance of deliverables will be FOB destination. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance. Technical capability and past performance, when combined, are equally important when compared to price. Additional guidance on price and past performance is provided under provision 52.212-1. (ix) The clause at 52.212-3, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Additional FAR clauses and AGAR clauses identified in Attachment 1 are considered applicable to this acquisition. (xiv) Quotations are due to the Contracting Officer via EMAIL no later than 3:00 pm Central Time on Tuesday, _February 21, 2016_. (xv) The assigned Contract Officer is Michael Chiodi.
