Appendix G - Non-Disclosure Agreement Appendix F - Offeror’s Cover Page Appendix E - Mandatory Clauses Appendix D - Insurance Requirements Appendix C - Known Existing Encumbrances Appendix B - 2008 Environmental Baseline Survey Appendix A - Depiction of the Property Final RFQ for Edwards AFB EUL Edwards AFB FBO Synopsis The Government is soliciting proposals from private and/or public entities interested in entering into a long-term ground lease agreement for all or a portion of an approximately 3300 contiguous acres on the perimeter of Edwards AFB, CA for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the property for commercial (non-Air Force) use and operation. Request for Qualifications (AFCEC-17-R-0002) illustrates and describes the available property, requirements and the source selection methodology for this proposed Enhanced Use Lease (EUL), which supports the Government's notional requirement to optimize the value of this under-utilized property in accordance with Executive Order 13327, Federal Real Property Asset Management and Air Force EUL authorities and processes. A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction executed in accordance with 10 USC 2667. This is not a FAR solicitation for products and/or services. The Government will sponsor an Industry Day to facilitate the exchange of information and the preparation of proposals as well as providing interested Offerors an opportunity to visit the available parcel. Industry Day details follow: Embassy Suites, Antelope Valley Ballroom 39375 5th St. W., Palmdale, CA 93550 661-266-3756 Date: February 22, 2017 Time: 8:30 AM to 2:00 PM PST Participation in the planned Industry Day is encouraged but is not a prerequisite for submitting a proposal. Industry Day participants must register by 1:00 PM Pacific Time, February 16, 2017 via email to Edwards@TerranearPMC.com and Martin Briseno at martin.briseno@us.af.mil if attending Industry Day. The Government will not reimburse respondents for any costs incurred in preparation of a response to this solicitation or attending the Industry Day. Interested sources should prepare and submit their responses, proposals and supporting information in accordance with AFCEC-17-R-0002. Responses are due no later than 5:00 PM Central Time on 15 March 2017.
