Attachment 09 - Wage Determination Attachment 08 - Fire Retardant Characteristics Attachment 07 - QPL Long-Term Fire Retardant Attachment 06 - Summary Attachment 05 - Daily Record Attachment 04 - Worksheet Attachment 03 - Equipment Attachment 02 - Specification Attachment 01 - Schedule Solicitation The intent of this combined synopsis/solicitation is to award a one year sole source contract to ICL Performance Products LP for supply and service of commercially available long-term fire retardant to designated full service bases to the United States Department of Agriculture (USDA) Forest Service, Department of the Interior (DOI), Bureau of Land Management (BLM), Bureau of Indian Affairs (BIA) and other Government agencies with interagency agreements with any of the above. The long-term retardant required and supplied shall be qualified and approved on the Qualified Products List (QPL) in accordance with USDA, USFS Specification 5100-304c - Long Term Retardant, Wildland Firefighting with amendments. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) (FAR 6.302-1) the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.
