- Request for Information (RFI) Microscan Reagent Rental General Information: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expense associated with responding to this RFI. RFI Response and due date: 11 February 2017 Instructions to Responders: Responses from all capable and qualified sources are encouraged to respond to this request. White papers should adhere to the following formatting and outline instructions: 1. All submissions shall be made electronically and be in one of the following formats: Microsoft Word or Adobe PDF. 2. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. Background/Overview: The mission of the Multi-Drug Resistant Surveillance Network (MRSN) is to conduct epidemiological surveillance of multi-drug resistant organisms (MDROs) to enhance performance improvement and infection control across the Department of Defense (DoD). Recently, a mandate to create an inter-agency Combating Antibiotic Resistant-Bacteria (CARB) task force was established with the goal of inter-agency sequencing data standardization and sharing. As such, the number of MDROs submitted to the MRSN has increased. The Beckman Coulter MicroScan Automated Bacterial Identification and Susceptibility System are in use at multiple DoD MTF locations throughout the world. WRAIR is seeking to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) Microscan reagent rental agreement and contract with Beckman Coulter. Establishment of this contract will ensure that WRAIR has the required materials in order to test isolates submitted from DoD MTFs and non- DoD Military Treatment Facilities (MTFs) which are currently using the supplies and material from Beckman Coulter. Award of this contract with Beckman Coulter is an essential component of the overall initiative to establish this central repository at WRAIR and is vital to the MRSN mission and a critical aspect of Policy 13-016 OTSG/MEDCOM: MEDCOM Performance Improvement Initiative: The Multidrug-resistant Organism Repository and Surveillance Network (MRSN). Award of this contract is an essential component of the overall initiative to increase the effectiveness of this central repository at WRAIR and maintaining the College of American Pathologists (CAP) accreditation.
