- The Cincinnati VA Medical Center intends to a sole source contract with Hematologistics, Inc., to provide services for laboratory testing, see below for PWC and list of required tests. The North American Industry Classification System Code (NAICS) is 621511. The Government believes that Hematologistics, Inc. is the only laboratory facility that can satisfy the agency s requirements. Therefore, the Government intends to proceed with a sole source procurement for the required services. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Hematologistics, Inc., WA is the only source that provides the attached list of tests/testing features and meets the turn-around time requirement. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Cincinnati VA Medical Center will proceed with the sole source negotiation with Hematologics, Inc. WA. PERFORMANCE WORK STATEMENT REQUIREMENTS The Dayton Veterans Administration Medical Center Pathology & Laboratory Medicine Service of Department of Veteran Affairs Health Administration has a requirement for a consolidated source for reference testing for individual assays that involve laboratory services. Services listed below: Interpretive flow cytometry service for leukemia/lymphoma diagnosis with rapid turn-around-times (less than 24 hours) with direct contact of critical results to providers and 24 hours per day/ 7 days per week availability of pathologists for queries. Immunohistochemical staining service for tumor characterization with an extensive and specialized up-to-date staining menu with less than 24-hour turn-around-time with no additional charge for added stains. Include access to morphology case consultation by experts in pathology subspecialties at no additional charge. Comprehensive subspecialty analysis of kidney, muscle, brain and nerve biopsies with provision of interpretative reports. Unique molecular genetic testing, including whole genomic testing with interpretative reporting. Provision of STAT testing and back-up testing for instrument failure, as needed by the Dayton Veterans Administration Medical Center Pathology & Laboratory Medicine Service. Vendors must meet the minimum requirement as listed below. The contractor must be able to perform all the required tests for the Dayton Veterans Administration Medical Center Pathology & Laboratory Medicine Service that complies with the College of American Pathology (CAP) and Joint Commission standards, see table below. The contractor must be able to provide Pick-Up of patient specimens at the Dayton Veterans Administration Medical Center Pathology & Laboratory Medicine Service location Monday through Saturday. The contractor must be able to report test results back to the Dayton Veterans Administration Medical Center Pathology & Laboratory Medicine Service in electronic format in a time frame that is commercially accepted for that test (standards list in below table). The referral lab should provide any/all special specimen collection containers 72-hour collection containers, viral transport, DNA probe media, etc. The vendor must provide an interface to allow for electronic order entry and transmission to testing laboratory as well as result transmission and report printing at the referring site.
